Working Title: Senior Business Analyst
This position is located at the DCF Headquarters in Tallahassee in the Office of Information Technology Services.
DESCRIPTION
This position will function as a senior business analyst, participating in the development, configuration, and delivery of information system that support child welfare and adult protective services, as well as the daily support, maintenance, and enhancement of existing information systems to directly support the department's mission. This position facilitates communication between technical and business staff and serves as a mentor to other business analysts.
This position is responsible for working with customers and stakeholders to define application software requirements and ensuring compliance to those requirements through quality testing and evaluation of software releases. The Senior Business Analyst’s primary responsibility is to write requirements as well as plan, schedule, and test application software modifications and enhancements. The Senior Business Analyst will build test plans, follow-up with employees and contractors to ensure test plan dates and deliverables are achieved, identify, and report project issues, and communicate status to management. The Senior Business Analyst achieves operational objectives by completing test plans; implementing quality and customer-service standards; resolving problems; determining system improvements; implementing change. The Senior Business Analyst will mentor and assist other business analysts and oversee effective completion of tasks by other team members.
EXAMPLES OF WORK PERFORMED: (Note: The omission of specific statements does not preclude management from assigning specific duties not listed herein if such duties are a logical assignment to the position.)
- Produce or coordinate the production of business case, high-level and detailed functional requirements for development or enhancement of information systems.
- Consult with other professional staff, management, developers and business area liaisons during analysis, design, and development of information systems projects. Modify or clarify requirements as needed. Review and approve system and screen designs, logical database models, report design, interface design, and conversion plans.
- Prepare, coordinate, or assist in the preparation of detailed system or user acceptance test plans for system development activities. Review and validate system test execution and results. Assist business area liaisons in the facilitation and execution of user acceptance testing. Communicate errors or omissions in programming to development team.
- Prepare or assist in the preparation of user documentation or instructions. Conduct or provide materials for training of staff relative to systems.
- Ensures that entries into the change management tracking system(s) are well written, complete and up-to-date.
- Mentors business analysts and provides advice and consultation for more complex assignments.
- Provide technical and consultative support to the Business Analyst Manager. This support varies from project to project. It may be in the form of monitoring visible initiatives, performing risk management, conducting research and feasibility studies, managing special projects or performing special tasks.
- Participate in planning for department IT strategic needs, including meetings, estimating, and analysis to support legislative budget requests, plans, and alignment of customer needs and agency strategy.
- Participate in post-implementation quality assurance, troubleshooting, issue resolution, and production support.

KNOWLEDGE, SKILLS AND ABILITIES:
Knowledge of computer programming and systems analysis and design principles and practices; Knowledge of techniques of systems analysis and design; Knowledge of flowcharting techniques; Knowledge of operations, procedures and systems; Skills in use of desktop software; Skilled at writing documentation and user manuals; Ability to process information logically; Ability to facilitate requirements Joint Application Design (JAD) sessions; Ability to identify and define business needs; Ability to prepare business requirements and functional specifications; Ability to plan, organize and coordinate work assignments; Ability to communicate technical information effectively; Ability to establish and maintain effective working relationships with others; Ability to mentor other Business Analysts; Ability to identify and define user task needs.
MINIMUM QUALIFICATIONS:
Education and Work Experience:
- A bachelor's degree from a college or university in the areas of computer science, management of information systems, computer engineering, computer information systems, or information technology, with one year of professional experience in business analysis, systems analysis, management analysis, program planning, program research, program evaluation, project management, or data analysis;
OR
a bachelor's degree from a college or university in an unrelated field, with two years of professional experience in business analysis, systems analysis, management analysis, program planning, program research, program evaluation, project management, or data analysis. - Professional experience as described above can substitute on a year for year basis for the required college education.
Other Job-related Requirements:
- Ability and willingness to work a flexible work schedule, which may include working in the evenings, weekends and or holidays.
- Experience in gathering and documenting requirements.
- Experience in testing software against requirements.
- Experience developing related documentation such as functional and non-functional requirements, user stories, test plans.
- Experience supervising, mentoring or training others.
- Proficient Knowledge and skills with Microsoft Office products (Word, Excel, PowerPoint, Visio, Project)
PREFERENCE:
Special preference will be given to applicants demonstrating the following:
- Business analysis experience using Agile Methodology and/or Waterfall Methodology
- Experience leading or presenting to large meetings or workgroups (30+ people), such as requirements gathering sessions, joint application design (JAD) sessions, group training sessions, and stakeholder briefings.
- Azure DevOps, Jira, and/or ServiceNow Software experience
- Knowledge of and experience with data analytics and data visualization requirements and objectives
- Knowledge of DCF Adult and/or Child Welfare business processes and systems (FSFN, CCWIS, and/or SAFE).
