The Florida Department of Health (DOH) is seeking an organized, flexible, and motivated individual to become an essential member of our Public Health Reporting team. This System Project Consultant position is in the Environmental Public Health Tracking section within the Division of Public Health Statistics and Performance Management.

Your Specific Responsibilities:

Serve as the SQL Server Database Manager to create, enhance, and maintain Environmental Public Health Tracking (EPHT) database systems. Populate new SQL server databases with legacy information. Ensure compatibility of Florida gateway/web portal. Translate business processes and requirements into normalized data structures. Develop SQL Server stored procedures to automate business requirements. Import and transform diverse health datasets for inclusion on the tracking portal. Administer all aspects of database hardware, software and connectivity issues for users of health tracking information. Conduct application testing, grade defects, and assist developers in defect remediation. Develop and document standards for creating, updating, importing, exporting and archiving health tracking data used for analysis.

Participate in EPHT standards and network development (SND) work group and appropriate subgroups regarding data content, metadata documentation, network structure, how to documents, and grantee technical requirements. Attend EPHT and SND national meetings in conference calls as appropriate. Attend annual information technology conferences as appropriate.

Use information gained from SND Workgroups to maintain metadata content for program datasets and data processes. Utilize EPHT approved tools for metadata access, data analysis, visualization, and reporting. Work with supervisor and team to implement appropriate tools for the state web portal.

Coordinate with web developer on the design and presentation of the EPHT web portal and assist developer in defect remediation, to create content that is visually engaging, accessible, and relevant.

Serve as back-up for other Division database managers.

Attend scheduled meetings to solicit requirements and review implementation.

Schedule activities to complete annual data submissions to CDC for required and optional measures and post such data to the state EPHT Portal.

Required Knowledge, Skills, and Abilities:

Database design knowledge/expertise in SQL database administration, query writing, and programming.

Ability to design and develop using SQL Server integrated services (SSIS) and SQL Server Analysis Services (SSAS).

Ability to utilize Internet Information Services (IIS) setup, Windows Server administration, Active Directory administration.

Ability to utilize ASP.net development.

Ability to manage multiple projects concurrently.

Ability to work on project teams in a variety of roles to accomplish objectives.

Ability to work independently with little supervision.

Ability to establish and maintain effective and productive working relationships with public and private organizations, partnerships, and programs.

Good listening, verbal and writing skills.

Qualifications:

Preferred –

A bachelor's degree from an accredited college or university and two years of experience in computer systems analysis, computer programming or in planning or designing distributed computer systems or related field; or

A bachelor's degree from an accredited college or university with major course of study in one of the computer sciences or in management information systems and one year experience in computer systems analysis, computer programming or in planning or designing distributed computer systems or related field.
