Position Overview and Responsibilities:
This position is responsible for the eProcurement system (MyFloridaMarketPlace or MFMP) adoption, including all subsystems (AOD, VIP, Tableau, etc.) and the State of Florida’s payment reconciliation process. This position is also responsible for technical operations associated with MFMP applications and FLAIR. Success requires facilitation of cross-functional, enterprise-wide process improvement teams to achieve significant and measurable benefits. This position directly advances the agency mission – to deliver innovative, resource-saving solutions to continually improve customer service.

 

This position is also responsible for maintaining the MFMP Change Request and Bug Tracking log (SIR). Works with the MFMP team and vendor under contract to review and prioritize items in the log, on a biweekly basis. Works with the MFMP team and vendor under contract to ensure the items are assigned to proper functional areas, support tasks are accurately captured, and issues are resolved in accordance with contract standards. Coordinates and carries out operational and day-to-day activities to ensure stakeholder and leadership expectations are met. These activities include management of real-time interfaces and batch interfaces; adding or removing commodity codes; adding, removing, or re-mapping of object codes; testing, adding, or removing catalogs; modifications to MFMP Sourcing templates; modifications to MFMP Buyer eForms; eInvoicing; report scheduling and mapping on the DMS FTP site; coordination with the service provider; system browser support; developing and disseminating MFMP technical communications; maintaining various components of the MFMP public-facing website, application home page(s) and application ”News Feeds”; maintaining system release logs; documenting and reporting all system downtime and corresponding Service Outage Documents (SOD) or Root Cause Analyses (RCA), and ensuring all related documentation are properly stored on DMS@Work SharePoint

 

Training: Assist in championing MFMP and State Purchasing initiatives and providing effective training materials and sessions to agency customers and vendors. This will include traveling to support MFMP Statewide Training initiatives and traveling to support the Office of Supplier Diversity’s Vendor Exchange events

  • Provide operational training and guidance for use of MFMP applications, acting as a backup for other MFMP Business Specialists

 

Research and Analysis: Independently conducts technical research and analysis regarding the MFMP system to provide customer service and consultative assistance to internal stakeholders. 

  • Works with the MFMP Business Specialists in establishing and preserving the relationships between the State of Florida agencies and registered vendors with specific emphasis on the technical components of the MFMP system. 
        

 

Quality Assurance: Analyzes technical processes for accuracy and facilitates solutions for identified problems.

  • Improves management and internal controls by evaluating agency usage of MFMP and recommending technical process changes.  Assist in identifying customer needs and expectations with relation to system performance, infrastructure, user interface leading to performance improvement and customer satisfaction.  Identifies multiple variables and solutions to complex situations and motivate stakeholders toward appropriate action.  Communicate information clearly, concisely, logically and with confidence;
  • Independently verifies assigned Service Level Expectations for contract compliance; 
  • Works with the MFMP Help Desk Manager to review customer feedback relevant to technical inquiries; 
  • Assists the MFMP Chief Learning Officer (CLO) and CLO team, as needed; 
  • Participates in user acceptance testing and final acceptance testing for system enhancements

 

Change Management: Act as an agent for change, taking a facilitative catalyst role. Train and develop business best practices in process re-engineering tools and techniques. Identify, disseminate, and promote adoption of best practices.

 

Knowledge, Skills, and Abilities:
•    Knowledge of Chapter 287, Chapter 215, Chapter 119, Florida Statutes.
•    Professional: Oral & Written Communication, Process Improvement, Change Management.
•    Technology: eProcurement (Ariba On Demand, Vendor Information Portal, and Tableau), FLAIR, Microsoft Office (Excel, Word, PowerPoint, Access and Outlook), Articulate.
•    Ability to provide feedback to various stakeholders.
•    Ability to interact effectively and influence at all levels of the enterprise without the benefit of complete positional authority.
•    Ability to manage internal and external customers and stakeholders. 
•    Ability to maximize use of technology to gain effectiveness and meet required deadlines.
•    Ability to keep the focus on change, communicating regularly, and backing up action plans with deadlines and progress reports, and driving issues to closure.
•    Knowledge of Florida procurement rules and laws;
•    Excellent presentation, teambuilding, and leadership skills.
•    Experience using presentation software such as Microsoft PowerPoint, Adobe Products, and webinar tools.
•    Ability to provide exceptional customer service using various media methods.
•    Ability to prioritize assigned tasks.
•    Ability to interact effectively with others and maintain working relationships.
•    Skill in written and verbal communication.
•    Possession of a valid Florida driver’s license.

 

Minimum Qualifications:
•    High School diploma/equivalent or two years of professional procurement/accounting/project management/change management/consulting or system support experience is required
•    Experience providing customer service to the vendor community is preferred
•    Agency experience with MyFloridaMarketPlace applications (buyer, approver, or other user role) or a similar system
•    Florida Certified Contract Manager is preferred

 

Preferred Qualifications:
Professional experience in procurement, project management, change management or program support.
