Position Overview and Responsibilities:

The Division of Real Estate Development and Management (REDM) is seeking a system administrator to provide oversight of the TRIRIGA Application Development and Support section which is responsible for working collaboratively with the division’s bureaus, state agencies, vendors, and stakeholders to support daily operations and maintenance of 12.6 million square feet of real estate in the Florida Facilities Pool (FFP). This role includes managing the IBM TRIRIGA integrated workplace management system, which consolidates real estate, capital projects, workplace operations, and portfolio data in a unified platform.  Additionally, the incumbent directs efforts to conduct statistical analysis of real estate data, employing various tools and techniques to assess trends, compare scenarios, and provide actionable recommendations

 

This position requires excellent communication skills with the Department’s internal and external customers. The Department is looking for candidates who can challenge and inspire employees to be successful in the progression of leadership opportunities. Candidates must be visionary and have the mindset of incorporating new techniques. Must have a clear understanding application development and experience supporting and maintaining custom or Commercial Off the Shelf (COTS) applications.  Years of experience will be considered in the fields of information technology, data analytics, mathematics, or business administration. The successful candidate will need to be process oriented, organized, innovative, and have the ability to implement improvements based on customer needs while also adhering to statutory mandates.

Your Specific Responsibilities

Specific responsibilities of the System Administrator include, but are not limited to, the following:

  • Supervises the TRIRIGA Application Development and Support section
    • Sets goals and objectives for direct reports.
    • Completes evaluations, reviews and approves time and attendance.
    • Communicates clearly and frequently with staff to ensure mission and tasks are clear and provides prompt and courteous customer service.
    • Motivates and informs bureau personnel of new techniques, policy changes through staff meetings, discussions and written communication.
    • Encourages staff to attend seminars and training so they are cognizant of current trends pertaining to the mission of the Facilities Program.
  • Directs the TRIRIGA Application Development and Support section by coordinating with support vendors and stakeholders to define requirements, develop business rules, implement system upgrades and enhancements, address ad hoc requests, provide technical assistance, develop training materials, and deliver exceptional customer service and timely, quality solutions.
  • Maintains a productive, high-performing environment focused on delivering quality results with tight timeframes, balancing competing priorities while maintaining a customer-focused approach to technology solutions.
  • Empowers the team to independently pursue development activities in-house before escalating to support vendors.
  • Identifies opportunities to integrate TRIRIGA with existing applications, legacy systems, and enterprise platforms. Collaborates with subject matter experts to design and implement effective integration solutions, leveraging APIs to develop custom data-sharing functionalities that enhance system interoperability and streamline processes.
  • Utilizes methodologies and technologies to depict and optimize the flow of data across technology systems and business operations
  • Acts as the contract manager for TRIRIGA licensing, vendor agreements, and enhancement projects.  Develops scopes and deliverables for contracts, monitors vendor performance to ensure contractual compliance, and manages related funds, including annual spending plans.
  • Applies statical analysis techniques to identify trends, minimize errors, and reduce bias in portfolio data, enabling accurate, data driven recommendations.
  • Plans and executes special projects, including creating ad hoc reports for management.
  • Establishes a comprehensive application systems development lifecycle, incorporating release schedules, data management and quality control, enhanced developer documentation, and system performance tuning reviews.
  • Improves deployment and training methodologies to support effective implementation and user adoption.
  • Recommends and supports tools that extend TRIRIGA functionality, document management, and other applications managed by the team. 
  • Advises the division’s leadership on long-range objectives, emerging technologies and strategic approaches for technology updates and refreshes.
  • Defines project management infrastructure, implements a quality-focused methodology, monitors deliverable quality, and oversees project completion process through customer acceptance.

 

Required Qualifications:

  • Completion of a two-year degree, to include at least 15 semester hours or the equivalent quarter hours in information technology, data analytics, mathematics, business administration, or a related field. Relevant work experience may be substituted for the education requirement on a year-for-year basis.
  • Minimum of three years of progressive experience in application development.
  • Minimum of two years in a supervisory role, leading teams to successful outcomes.
  • Ability to drive and/or fly for long distances.
  • Valid and applicable driver’s license.
  • Required to have at least one of the preferred qualifications listed below.

 

Preferred Qualifications:

  • Knowledge and experience with one or more of the following:
    • IBM TRIRIGA
    • IBM FileNet
    • Proficiency in SQL and experience with relational databases
    • Using APIs and extensions to integrate or share data between applications
    • Microsoft Power BI, Kurve, BiRT, or Tableau analytics platforms
    • Conducting statistical analyses on large volumes of complex data
  • One of the following or related certifications:
    • Project Management Professional (PMP)
    • Certified Associate in Project Management (CAPM)
    • PMI Agile Certified Practitioner (PMI-ACP)
    • ScrumMaster (CSM)
    • Florida Certified Contract Manager (FCCM)
    • DevOps Practitioner
