POSITION DESCRIPTION: Develop and maintain application code in various languages and environments for new applications and existing applications. Analyze performance and application issues; working with customers, OIT (Office of Information Technology), recommending solutions and making changes to code as needed. Develop application program interfaces to allow interactions and sharing with other applications. Ensure that all application development meets the FDOT technology standards and complies with the Federal standard for ADA (Americans with Disabilities Act). Be familiar with and ensure compliance to all security standards and requirements. Develop and execute implementation plans. Coordinate with OIT on implementing new applications and code changes into production. Work in a team environment, supporting and assisting other developers.

 

Create and deliver reports, graphs, and maps via portals and dashboards utilizing Power BI or other reporting languages. Create ad-hoc reports to perform data quality analysis, research application issues, and meet requests for public information or other inquiries that are not part of the regular applications.

 

Analyze business needs and perform requirements gathering for new applications and/or enhancements to existing applications. Facilitate meetings with the appropriate stakeholders documenting the requirements. Create flowcharts of business and work processes as part of the requirements documents. Create mockups of screens and reports to illustrate possible solutions for customers. Conduct impact analysis for changes initiated by other business areas or changes because of technology upgrades; coordinate and work with other offices as needed.

 

Create test plans and test cases. Conduct testing at all levels using test tools as directed. Develop application integration and user acceptance test plans. Coordinate and facilitate user acceptance testing. Maintain the Requirements Traceability Matrix for new application development.

 

Participate in the design and development of database structures to support new and existing application structures. Research data migration needs and create data migration plans. Code and execute data migrations. Create data warehouses, views, and perform ETL functions (extract, transform and load) to support reporting or to provide data to other entities. Create and update meta-data information in support of reporting in accordance with FDOT policies and procedures. Perform analysis on data to support data quality by writing queries and reports.

 

Create application/program/system documentation. Create online help documentation to be accessed within the application. Create and maintain business process documentation. Create application training materials, which may include Computer Based Training (CBT) and conduct in-person training when needed. Create and deliver presentations on application related topics to various audiences.

 

Become familiar and knowledgeable about Program Management business processes and procedures. Provide end-user support on existing applications. Assist users with questions about how an application works. Respond to user calls, emails or service desk tickets reporting mal-functioning applications.

 

Research problems and communicate the resolution to users. Coordinate with the OIT. Develop and continually foster a collaborative and professional relationship with internal and external customers. Effectively and proactively communicate with users. Work effectively in a team environment.

 

KNOWLEDGE, SKILLS AND ABILITIES: Ability to learn and understand the Department’s procedures and policies for estimating road and bridge construction projects; Skill in reading and writing computer code; Knowledge of coding logic and languages; Knowledge of the principles, practices, and techniques of systems development; Knowledge of relational database structures; Skill in developing reports; Ability to mine data from various sources: applications, data warehouses, and operational databases; Skill in performing data queries and developing reports; Skilled in Microsoft Excel, Word, and PowerPoint or similar software; Ability to develop and deliver effective training and presentations; Knowledge of SharePoint and Webpage maintenance and setup; Ability to participate effectively in teams and to lead work efforts; Skill in relaying complex information in an understandable way to a variety of individuals; Ability to write technical guidance documentation; Skill in effective communication techniques; Ability to learn and understand project design deliverables and workflows; Ability to analyze processes and workflows to facilitate efficient design of technology solutions; Ability to plan and prioritize work assignments and meet deadlines; Skill in coordinating dependent processes and delivering effective and efficient technology solutions for system interfaces; Ability to adapt to the various needs of the Program Management Office and various internal and external customers.

 

MINIMUM QUALIFICATIONS: A Bachelor’s degree from an accredited college or university and two years of relevant employment experience. Post-graduate education from an accredited college or university may be substituted for employment experience on a year-per-year basis. Relevant professional experience, such as Engineering, Contract Administration or Development, Finance, Economics, Public Administration, Business Administration, Urban Planning, policy analysis, financial modeling, accounting, statistics, transportation financial analysis or work program development can substitute on a year-for-year basis for the required college education.
