MINIMUM REQUIREMENTS:

A high school diploma or its equivalent and seven (7) years of experience in computer systems analysis and/or programming; or

Completion of a one-year program of study from a vocational/technical school in an area of data processing (excluding data entry) can substitute for one year of the required experience; or

A high school diploma or its equivalent and four (4) years of experience as described above and either (1) completion of a 720 classroom hour (1 year) program of study from a vocational/technical school or accredited community college in an area of data processing (excluding computer operations and data entry), or (2) 60 semester (1 year) or 90 quarter hours (1 year) of college course work from an accredited institution which includes four courses in computer science or management information systems; or

A bachelor's degree (4 years) from an accredited college or university and three years of experience in computer systems analysis and/or computer programming; or

A bachelor's degree (4 years) from an accredited college or university with a major in one of the computer sciences or management information systems and two years of experience as described above; or

A master's degree (6 years) from an accredited college or university in one of the computer sciences or management information systems and one year of experience as described above; or

A doctorate (8 years) from an accredited college or university in one of the computer sciences or management information systems.

ADDITIONAL REQUIREMENTS:

Must respond within 15 minutes and arrive onsite within 1 hour when activated, including during critical events and disasters to support the Department’s Emergency Support Function (ESF).

JOB DUTIES:

The Systems Programmer I supports departmental telecommunications, network, and audiovisual systems under the Network Services Data Processing Manager – SES. The role assists senior engineers and follows procedures to maintain reliable data, network, and telephony communications for FDACS staff and facilities.

Network Support (Entry Level)

  • Assist with troubleshooting network connectivity issues for end users (e.g., LAN drops, simple switch port issues, cabling checks).
  • Perform tasks such as documenting port assignments, labeling equipment, and updating inventory records.
  • Monitor network alerts and escalate issues to senior network personnel when needed.
  • Assist with installation, programming, or replacement of network equipment and software.

 

Telecommunications Support

  • Set up, configure, and replace desk phones, softphones, and related telecommunication devices.
  • Assist with user account updates in telephony/VoIP systems following standard procedures.
  • Provide Tier 2 support for voicemail, call routing changes, and fax services (including web based fax solutions).
  • Coordinate with vendors or senior staff for issues requiring advanced or telecommunications service provider troubleshooting.

 

Audiovisual (A/V) Support

  • Provide first level support for conference room and training room A/V equipment.
  • Assist with setup, testing, and troubleshooting of projectors, displays, microphones, speakers, and video conferencing tools.
  • Assists with datacenter maintenance, cable management, and equipment documentation.

 

Customer Service & Technical Assistance

  • Respond to service requests related to telecommunications, network issues, and A/V systems.
  • Provides guidance, clarification, and training to the Help Desk to ensure the timely resolution of Tier 1 issues.
  • Use established troubleshooting steps to diagnose common problems and escalate as appropriate.
  • Maintain accurate records of work performed in ticketing and inventory systems.

 

Operations, Documentation & Compliance

  • Follow standard operating procedures (SOPs) for telecommunications and A/V tasks.
  • Assist with updating documentation, inventories, and diagrams.
  • Participate in training and skill development to expand technical knowledge.
  • Support departmental compliance with the Information Resource Security Program by following required processes.
  • Manages vendor contracts, verifies completion of vendor work, and approves invoices for payment.

 

Perform other duties as assigned

 

Perform related work as required, which will include, but not be limited to adherence to the policies and procedures of the Department’s Information Resource Security Program (Chapter 8 – Department’s Supervisory Manual) and allocate time as requested for Disaster Recovery activities

KNOWLEDGE, SKILLS, AND ABILITIES:

  • Knowledge of computer hardware, operating systems, and standard office software.
  • Knowledge of network concepts (e.g., IP addressing, Ethernet, LAN/WAN, cabling types).
  • Introductory knowledge of VoIP/telecommunications systems such as desk phones, softphones, voicemail, and call routing.
  • Awareness of audiovisual equipment such as projectors, displays, microphones, and video conferencing tools.
  • General understanding of IT service management practices (ticketing systems, documentation standards).
  • Familiarity with cybersecurity best practices, password policies, and secure handling of data, equipment, and software.
  • Knowledge of customer service principles when supporting end users.
  • Skill in troubleshooting hardware, software, and connectivity problems.
  • Skill in installing, configuring, and replacing telecommunications devices (phones, softphones, peripherals).
  • Skill in supporting A/V setups, including connecting devices, testing systems, and resolving common issues.
  • Skill in documenting work performed, updating inventories, and following written procedures.
  • Skill in communicating clearly with customers, both verbally and in writing.
  • Skill in organizing tasks, managing time, and following established priorities.
  • Skill in safely handling IT equipment, cabling, and tools.
  • Skill in escalating technical issues properly and working effectively as part of a technical support team.
  • Ability to learn new technologies, tools, and procedures through training and hands on experience.
