Position Title: Systems Programmer I/Business Analyst (#80080082)

Starting Salary: $1,694.62 up to $2,692.31 Bi-weekly ($70,000.00 Annually) based on education, specific skillsets, and work experience.  (In accordance with current spending restrictions, an internal promotion into the position will be filled at the minimum of the pay grade or up to 5% of the employee’s current rate, whichever is higher.)

DESCRIPTION:

This position will serve as a Business Analyst in our project management team providing necessary coordination, guidance, and documentation for identifying, monitoring, and tracking business requirements, issues, and risks throughout the project management process while working on the Florida Programming, Accounting, Ledger, and Management (PALM) and other information technology projects.

DUTIES AND RESPONSIBILITIES:

Responsibilities, duties, and activities include but not limited to the following:

Work closely with Finance & Accounting, Budget, and other business groups to develop requirements for building the Florida PALM solution and other related projects.

Design and document technical and business solutions for user needs, using a variety of business analysis modeling techniques including but not limited to flowcharting, use cases and use case diagrams, user stories, and requirements traceability matrices.

Create process models, specifications, diagrams, and charts to provide direction to developers and/or the project team.

Assist in bridging the gaps between business units and IT functions to create product requirements.

Develop test plans and procedures utilizing comprehensive business requirements.

Test developed applications to validate that they meet business requirements.

Participate in the development and review of policies, procedures, and standards within the Bureau of Information Technology.

Develop strong relationships with business and technical groups as well as with our end users to improve IT services, support, and customer satisfaction.

Work in cooperation with project manager, senior business analyst, and developers to meet project goals.

Perform other project functions as may be assigned.

MINIMUM QUALIFICATIONS:

Three to five years related work experience.

Proven experience with business and technical requirements elicitation, analysis, modeling, verification, and methodology development.

Demonstrated skills in project management, project management software, planning, organizing, and managing resources.

Experience in IT projects as a Business Analyst or related duties.

Experience in eliciting and documenting business rules and/or processes.

Ability to conduct fact finding research, work independently, plan, organize and coordinate work assignments, and to establish and maintain effective working relationship with others.

Ability to interpret and communicate business and technical information effectively to project team stakeholders to facilitate a productive team environment.

Working experience with Microsoft Project, Microsoft Office with proficiency in Excel, MS Word, Visio, or similar tools for creating diagrams, flowchart, and process flows.

Excellent writing skills – must be able to present technical information in a written form that is clear and understandable to technical and non-technical stakeholders.

PREFERRED QUALIFICATIONS:

Bachelor’s degree in business administration, finance, information systems, or related field.
