JOB DESCRIPTION:
The Florida Department of Education (FDOE), Division of Technology and Innovation (DTI), Data Systems Office, is seeking an experienced Systems Programming Administrator to serve as a technical lead within the Bureau of Technology, Planning & Management (TPM). This position leads and coordinates technical support activities for enterprise applications, data integration processes, databases, automated jobs, and related environments that support statewide education systems and services.
This position is responsible for overseeing technical operations supporting the Florida Education Identifier (FLEID) application and related systems, including ETL processes, DataStage administration, ODBC connectivity, and server operations. The Systems Administrator works closely with technical staff, business analysts, and cross-functional DTI teams to maintain reliable, secure, and efficient operations.
This role requires strong technical expertise and leadership skills, including the ability to communicate technical issues, risks, and operational impacts to both technical and non-technical stakeholders in a clear and professional manner.
The individual in this role must be able to work productively under tight timeframes, balance multiple competing priorities, and maintain goal-directed performance under high-pressure conditions.
DUTIES & RESPONSIBILITIES:
Note: The omission of specific job duties does not preclude management from assigning specific duties not listed herein if such duties are a logical assignment to the position. The Florida Department of Education (FDOE) has an open position that is responsible for executing the following functions:
- Serve as the technical lead for TPM-supported enterprise applications, data integration processes, automated jobs, and operational support activities.
- Lead and coordinate the daily activities of a cross-functional technical support team.
- Support and maintain enterprise applications and related systems, including web applications, databases, interfaces, ETL processes, data integration tools such as DataStage, ODBC connectivity, and operational environments.
- Monitor system operations, troubleshoot technical issues, and coordinate with DTI teams to resolve system issues and implement operational changes.
- Develop and maintain technical documentation, operational procedures, and support materials.
- Participate in system enhancements, testing, deployments, upgrades, and operational validation activities.
- Analyze operational issues, determine when escalation is necessary, and communicate technical risks and impacts to management and stakeholders in a clear and professional manner.
- Support operational governance, audit readiness, security compliance, and access review activities.
- Promote collaboration, knowledge sharing, and continuous improvement within the team.
- Perform all duties in a courteous, prompt, and professional manner.
- Maintain regular attendance and perform other duties as assigned.
MINIMUM QUALIFICATIONS:
Required Licensure/Registration/Certification/Experience or Education:
- Experience supporting enterprise applications, databases, web applications, data integration or ETL processes, automation tools, or technical operations in a multi-system environment.
- Experience troubleshooting complex technical and operational issues across multiple systems and environments.
- Experience coordinating work activities across technical teams or supporting technical operations.
- Experience developing technical documentation, operational procedures, and support materials.
- Strong verbal and written communication skills.
- Demonstrates strong technical and operational troubleshooting skills.
- Can lead and coordinate technical staff and operational support activities effectively.
- Communicates effectively with both technical and non-technical audiences.
- Understands when issues require escalation and takes appropriate action.

PREFERRED QUALIFICATIONS:
Preferences will be given to:
- Bachelor’s degree from an accredited college or university in Computer Science, Information Technology, Information Systems, Engineering, Mathematics or a related field.
- Experience supporting the FLEID application or Florida education data systems.
- Experience supporting enterprise ETL, data integration, or automated processing operations.
- Experience with DataStage, automated job scheduling, or related operational support tools.
- Experience working within government or large enterprise IT environments.
- Experience coordinating with infrastructure, security, development, or database administration teams.
- Knowledge of SDLC processes, change management, or operational governance practices.
- Experience supporting web-based applications or SQL Server environments.

- Annual Leave - Employees in Senior Management Service and Selected Exempt Service positions are credited with 176 hours of annual leave upon appointment. In subsequent years, the annual allotment is credited on the anniversary date of the initial appointment.
