Starting Salary: $2,359.44 Bi-Weekly (In accordance with current spending restrictions, an internal promotion into the position will be filled at 5% up to 10% of the employee’s current rate, whichever is higher.)
DESCRIPTION:
This position will serve as the Deputy Chief Information Officer (Deputy CIO) and provide the management and oversight of all Network and Security operations for the agency. The incumbent will serve as the technical architect for all statewide client/server solutions, establishing agency hardware standards and responsible for the agency’s network disaster recovery solution. Asset management regarding computer server equipment located throughout the agency, ensuring network security protocols are established and followed, and any budgeting processes associated with software, hardware, and service contracts. DUTIES AND RESPONSIBILITIES:
Deputy Chief Information Officer
- Assists Chief Information Officer (CIO) with governance oversight, Information Technology (IT) policy development, projects and service delivery management.
- Assist with the development of the budget and spend plan for IT operations.
- Act on behalf CIO as needed or during his absences.
- Assist with other IT-related matters as directed by the CIO.
Infrastructure Planning and Design
- Overall technical architect for a statewide-distributed Web, SharePoint, and client/server information technologies.
- Responsible for the design, planning, and implementation of Web, SharePoint, local area networks, and related personal computers for the department’s information system.
- Responsible for ensuring statewide network security of the servers and computers.
- Supervises related procurement issues for hardware and software for the department.
- Serves as a consultant to the Chief of Information Technology to evaluate and provide information system requirements and necessary resources.
- Assist the CIO in conducting cost analysis and developing problem resolution alternatives.
Wide Area Network
- Responsible for planning, designing, and implementing a major statewide wide area network that connects all circuit, regions, detention, probation, residential, prevention and commitment program operations.
- Responsible for managing network capacity and performance issues.
Project Coordination and Project Management
- Responsible for coordination of Bureau of Information Technology’s network systems infrastructure projects teams.
- Provides both technical and project leadership to workgroup teams.
- Responsible for ensuring that project plans are created, and the plans adhere to all Information System Development Methodology and schedules indicated in the project plan.
- Responsible for ensuring the Bureau of Information Technology maintains a Standard Operating Procedure Manual for Network Operations.
Information Security Administration
- Assist the CIO in ensuring Department compliance with information security requirements and Department policies.
- Develop, maintain, and assess the existing information security policies and procedures to ensure Department compliance with applicable requirements. Periodically assess the effectiveness of the existing policies. Suggest and develop new policies as required.
- Create and maintain an information technology security awareness program for use by all Department staff and providers. Ensure that all Department staff and providers receive information security awareness training.
- Develop and implement procedures for detecting, reporting and responding to incidents. Chair and lead the Computer Security Incident Response Team (CSIRT).
- Investigate and follow-up on CCC and other computer related incidents with assistance of appropriate Information Technology, auditing and legal staff.
- Develops and updates the strategic information security plan and operational security plans. Develops other specific application security plans as required.
- Oversee security projects and initiatives to enhance the security of the Department’s computing infrastructure and systems.
Disaster Recovery Planning and Testing
- Administer, develop and test recovery plans for disasters (i.e., large-scale loss of information technology resources and data), including events such as power outages and small data losses.
- Liaison with primary data center staff on matters of disaster recovery.
- Ensure preparation and maintenance of procedures to provide a ‘Continuity of Operations Plan’ for information systems that support the operations and assets of the Department.
Risk Mitigation and Audit Support
- Periodically perform risk analysis and security audits to test and evaluate the overall effectiveness of the Department’s information security program and policies.
- Assist and provide information as requested to both the DJJ Inspector General and State Auditor General for conducting audits.
Customer Service and External Liaison Support
- Serves as the Department’s internal contact for all information security matters.
- Participates in periodic meetings of Information Security Managers to discuss and share strategies for addressing enterprise security related issues.
- Interfaces with the Agency for State Technology Chief Information Security Officer (CISO) at the direction of the Department’s Chief Information Officer.
Responsible for managing the Network and Security Section.
Performs other related duties as assigned.
PREFERRED QUALIFICATIONS:
A bachelor’s degree from an accredited college or university with a major in one of the Computer Sciences or Management Information Systems, Engineering, or similar discipline.
Minimum 5 years supervisory experience.
Minimum 5 years Project Management experience.
10 years of progressive work experience in information technology or data processing (excluding data entry).
