The Work You Will Do:
The Electronic Data System (EDS) system serves the following primary functions: (1) to provide a convenient electronic means for monthly tax data reporting for certain alcoholic beverage and tobacco licenses; (2) to equip ABT auditors with internal audit findings and management tools for analyzing reported data; (3) manage tax stamp acquisition, inventory and sales; and (4) other administrative functions. The EDS system currently supports approximately 80 internal users and nearly 6,200 external registered users, facilitating monthly report submissions accounting for approximately 45,000 transactions per month and approximately $1.6+ Billion in revenue in FY2021-2022. Incumbents will have primary responsibility for supporting ABT in ongoing enhancements, maintenance, management, and support of the EDS system.
This position is assigned to the Division of Technology and is funded through the Division of Alcoholic Beverages & Tobacco (ABT). This is a senior level software developer position using ASP.NET/C#, SQL Server databases, and .NET Framework. The incumbent must have experience with transactional, web-based software development.
Your Specific Responsibilities:
- The incumbent in this position defines, designs, codes, tests, implements, documents, maintains and supports the Alcoholic Beverages & Tobacco (AB&T) Electronic Data System (EDS) and other AB&T applications, databases, system interfaces and reports. Works as a team member of the EDS Team and reports to the Systems Programming Administrator.
- Develops quality software to meet AB&T business requirements: Follows approved software development life cycle. Applies software architecture design best practices. Gathers and manages user requirements. Develops and reviews designs with customer, management and other technical team members. Codes, debugs and implements solutions that meet AB&T business requirements using approved programming languages. Thoroughly unit tests all code before delivering to user for testing. Optimizes software code and database for maintainability and performance. Maintains code using approved source control software. Provides ongoing support and direction.
- Troubleshoots issues with AB&T applications, databases and reports to determine cause and resolution. Raises issues to supervisor and works to correct issues timely. Performs data corrections as needed. Reviews requested modifications and provides an impact statement so modifications can be prioritized.
- Documents applications, databases, system interfaces and reports using approved software development life cycle documentation artifacts. Documentation may include, but is not limited to: UML Models, database design models, user interface mockups, flowcharts, and inline code comments. Provides training for help desk, users and other developers as needed.
- Manages work tasks according to team practices. Utilizes approved change management/bug tracking software to track software enhancements and defects. Provides status reports as required by management; attends status and other relevant meetings.
- Performs other work-related duties as required.
Knowledge, Skills, and Abilities:
- Knowledge of UML, software architecture, software development life cycle, software testing.
- Knowledge of JavaScript, ASP.Net. C#, VB.NET, .JSP, JAVA, HTML, CSS.
- Knowledge of Crystal Reports or Microsoft Reporting Services.
- Knowledge of SQL and PL-SQL.
- Knowledge of State and Federal accessibility requirements.
- Experience with Microsoft Office Suite.
- Ability to communicate effectively.
Minimum Requirements:
- Experience with transactional, web-based software development using ASP.NET with C#; and
- Experience in developing and maintaining large scale software applications; and
- Experience enhancing/upgrading SQL Server databases.
Preferred:
Preference will be given to candidates with experience using JavaScript, JAVA, HTML, CSS, .NET 4.0 or higher, SQL Server 2016 or higher, and who have been involved in developing and maintaining a large-scale software application.
