Our Organization and Mission:

The Florida Division of Alcoholic Beverages and Tobacco licenses the manufacture, distribution, sale, and service of alcoholic beverage and tobacco products in Florida, including receipt and processing of license applications; collection and auditing of taxes and fees paid by licensees; and enforcement of the laws and regulation of the alcoholic beverage and tobacco industries, pursuant to Chapters 210, 561-565, 567-569, Florida Statutes. The division's three bureaus - Licensing, Auditing and Enforcement - comprise a team of approximately 325 personnel fulfilling the regulatory obligations of the division throughout the state.

The Work You Will Do:

This Systems Programming Consultant position is a professional position within the Division of Alcoholic Beverages and Tobacco’s Director’s Office that provides daily guidance and assistance within the area of Information Technology.  This position serves as the Division’s Knowledge Champion (e.g.: Technology Liaison) and Data Steward.  The position assists the Director, Deputy Director, Bureau Chiefs, Assistant Bureau Chiefs, Division of Information Technology personnel, as well as internal and external customers with the following tasks: 

  • Provides reports as needed to internal and external customers.
  • Serves as the liaison between the Division of Alcoholic Beverages and Tobacco and the Division of Information Technology by attending meetings with the Division of Information Technology and sharing information as needed regarding changes and enhancements to our licensing database or other programs as applicable.
  • Represents the Division of Alcoholic Beverages and Tobacco on various committees, workgroups, and meetings involving programmatic or operational issues related to information technology.
  • Functions in the capacity of a project manager when assigned to do so by the Office of the Director.
  • Manages project tasks to achieve a successful integration of new technology and business practices.
  • Makes recommendations for modification to or the implementation of new technologies.
  • Provides support to division staff regarding technology related issues and assists in resolving other administrative issues.
  • Provides training to new staff on the operation of programs and software used by the division.
  • Coordinates the testing and implementation for new programs, or changes and enhancements to existing programs used by the division.
  • Maintains the division’s web pages, both external and internal, ensuring the information provided is current and accurate.
  • Receives, analyzes and processes complaints and maintains complaint management system as needed.
  • Conducts, prepares, and reviews reports, studies, publications, and research relating to operational trends and strategic program objectives.

Minimum Requirements:

  • Expert-level ability with Microsoft Excel and similar software.
  • SQL experience in Oracle (12C databases).
  • SQL experience in SQL Server databases.
  • Ability to quickly and accurately query large databases in response to internal and external stakeholder requests.
  • Ability to recognize key performance indicators and to provide recommendations in a clear and concise manner, and at a level appropriate for the particular audience.
  • Demonstrated ability to track multiple project deadlines and keep internal stakeholders apprised of progress and/or issues impacting project progress.
  • Familiarity with website publishing and maintenance.


Desired Skills and Abilities:

  • Working knowledge of performance dashboard software.
  • Must possess the proven ability to integrate performance dashboard software into public-facing websites while maintaining integrity of the underlying data.
