JOB DESCRIPTION:
This position serves as a project management leader responsible for managing Enterprise DOE projects and providing guidance and oversight to a team of Project Managers and Business Analysts. The role ensures projects are delivered within established scope, budget, and timelines while aligning with departmental priorities and organizational goals.
This position is embedded within the Project Management Office (PMO) and supports project governance, policies, activities, and continuous improvement initiatives across the Department. Strong written and verbal communication skills are essential for effectively coordinating project teams, translating complex technical and program information into clear, actionable insights for stakeholders and executive leadership.
The individual in this role must be able to work productively under tight timeframes, balance multiple competing priorities, and maintain goal-directed performance, sometimes under high-pressure conditions.
DUTIES AND RESPONSIBILITIES:

The Florida Department of Education (FDOE) has an open position that is responsible for executing the following functions:
- Lead enterprise-level DOE projects by providing structure, direction, and management within established scope, budget, and schedule.
- Ensure compliance with Florida Administrative Code Rule 60GG-1, aligning project management practices with state standards, governance requirements, and regulatory expectations.
- Plan, coordinate and facilitate productive meetings with project teams, stakeholders, and leadership, ensuring project visibility and alignment on scope, schedule, and risks; produce timely and accurate meeting documentation.
- Collaborate with the Project Management Team to develop and improve policies, procedures, and processes for project initiation, planning, execution, monitoring, and evaluation.
- Share lessons learned and best practices to support continuous improvement across projects and organization.
- Provide timely technical oversight and guidance to ensure adherence to governance standards and best practices.
- Communicate critical information effectively and timely across all affected areas of the Department.
- Supervise and support project management team members, ensuring strategic alignment of all projects with organizational goals, priorities, and initiatives.
- Oversee and ensure effective use of project management tools (e.g., MS Project, Excel, PPM Pro) by team members to track project progress and maintain compliance with Department and 60GG-1, F.A.C. requirements.
- Serve as a liaison with business offices, stakeholders, and vendors to align requirements, manage expectations, and keep projects on track.
- Promote a culture of collaboration, knowledge sharing, and continuous improvement within the team.
- Perform all duties in a courteous, prompt, and professional manner.
- Maintain regular attendance and perform other duties as assigned.

MINIMUM QUALIFICATIONS:
Required Licensure/Registration/Certification/Experience or Education
- 3-5+ years of professional experience in project management, including experience leading projects and providing technical oversight.
- Knowledge of project management principles, 60GG-1 F.A.C., budgeting, and project planning.
- Strong leadership, delegation, conflict resolution, and communication skills.
- Experience managing multiple projects, meeting deadlines, and using project management tools (e.g., MS Project, PPM Pro).
- Foundational understanding of IT systems, software development concepts, and project delivery frameworks to support effective decision making and project reporting.
PREFERRED QUALIFICATIONS
Preferences will be given to:
- Bachelor’s degree or higher in Business, Public Administration, Project Management, Education, or a related field.
- Master’s degree or advanced certification in Project Management, Business, Public Administration, or Education.
- PMP or other professional project management certification.
- Experience leading and mentoring teams of Project Managers and Business Analysts.
- Proven success managing large-scale public-sector or education projects.
- Experience implementing enterprise-level project management processes, tools, and best practices.
- Experience managing IT or technology-related projects is preferred.
