Duties and Responsibilities
The Resource Manager is responsible for overseeing resource planning, allocation and utilization across the ISA (Information Systems Administration. This position ensures that project staffing needs are met, resource capacity is accurately tracked, and to utilize project resource management tool systems supporting ISA operations. The role works in close partnership with Project Managers, technical leaders, and departmental stakeholders to support successful project delivery and maintain high-quality data within portfolio tool.
Knowledge, Skills, and Abilities
- Knowledge of resource management principles, workforce planning, and project staffing methodologies.
- Knowledge of project management practices, terminology, and life cycle processes (Agile, Waterfall, Hybrid).
- Knowledge of reporting and analytics concepts, including dashboard creation and data interpretation.
- Knowledge of organizational operations, cross functional team structures, and project delivery frameworks.
- Strong analytical skills with the ability to evaluate data, identify trends, and provide actionable insight.
- Skilled in building and maintaining reports and dashboards using ServiceNow, Excel, and other analytics tools.
- Effective communication skills, both written and verbal, with the ability to convey complex information clearly.
- Strong organizational and time management skills with the ability to manage multiple priorities.
- Skilled in stakeholder engagement and collaboration across technical and non-technical teams.
- Ability to work closely with Project Managers to align resource planning with project needs and timelines.
- Ability to maintain high levels of accuracy and attention to detail in system data and reporting.
- Ability to troubleshoot system issues, identify root cases, and coordinate timely resolutions.
- Ability to adapt to changing priorities, project demands, and organizational needs.
- Ability to maintain confidentiality and handle sensitive personnel and project information appropriately.
- Ability to work independently with minimal supervision while contributing effectively to the team’s goals.
Preferred Qualifications
Preference will be given to applicants with the following experience:
- Progressive experience in utilizing Project Portfolio Management tools to create dashboards, reports and to analyze metrics.
- Proficiency in project management principles, methods, techniques and tools.
- Working in and/or managing Governance processes.
Job Related Requirements
- The position you are applying is subject to a Level 2 background check, along with Criminal Justice Information System (CJIS) clearance, to include a fingerprint-based check of the criminal records of the FBI, as a condition of employment pursuant to Chapter 110.1127, 435 and 943, Florida Statutes. Please note that, since this position requires CJIS clearance, the Department will have access to all an applicant’s criminal and juvenile delinquency records, even those that have been sealed or expunged.

General Information
- The state of Florida hires only U.S. citizens and lawfully authorized alien workers. - Applicants being considered for employment will be required to submit to a fingerprint-based background investigation, which will include a check of the criminal history records of the FBI. Fingerprints and associated information/biometrics will be retained in the FBI’s Next Generation Identification (NGI) system and fingerprints may continue to be compared against fingerprints submitted to or retained by NGI.
- In accordance with Section 110.1128, Florida Statutes, male applicants who were required to register with the Selective Service System must provide proof of registration or documentation verifying exemption status during the hiring process.
- The elements of the selection process may include a skill assessment and/or oral interview.
- FLHSMV employees are paid once a month on the last workday of each month. All state employees are required to participate in the direct deposit program pursuant to s. 110.113 Florida Statutes.
