Systems Project Analyst




The Department of Environmental Protection’s Office of Technology and Information Services (OTIS) is currently recruiting for a Systems Project Analyst. The incumbent of this position serves as the agency’s Cherwell Administrator. He/she will represent OTIS and must be helpful, cooperative, polite, respectful, and concerned at all times in the interactions with customers.  

The specific duties and responsibilities of the position are included below.  




Employee must provide assistance and fully support the efforts of the agency’s Information Technology Strategic Plan; demonstrate strong relationship and interpersonal skills in working with DEP staff, and vendor community; maintain a working knowledge of established policies, procedures, and directives necessary to accomplish assignments and responsibilities; maintain a central filing system supporting assigned functions, duties and responsibilities using effective organizational and filing methods which provide opportunity for knowledge transfer; maintain proficiency in the use of office equipment, software applications, technical writing.


The employee serves as the primary administrator of the management of the DEP enterprise incident management system, Cherwell. Specific responsibilities include:


  • Managing and maintaining the Cherwell Service Desk management software.
  • Ensuring continuity of service up-time.
  • Creating business rules and workflows to escalate issues or carry out predefined actions. 
  • Designing custom forms and enhancing automated workflows.
  • Creating custom reports and dashboards as needed.
  • Managing user accounts.
  • Writing technical documentation on Cherwell administration.
  • Performing periodic Cherwell audits to ensure quality data and relevant reports.
  • Performing cost-benefit analyses of proposed Cherwell implementations.
  • Working with database administrators to design, develop, and update databases as they relate to Cherwell services.

The employee also participates in cross training opportunities with other team members. This includes performing training demonstrations to other team members, and working together with team members on complex problems.
Performs other duties as assigned.


Preference will be given to applicants with the following Knowledge, Skills, and Abilities.


  • College diploma or university degree in the field of computer science and/or two years equivalent work experience.
  • In-depth knowledge of Microsoft SQL Server Management Studio, as well as PowerShell Scripting
  • Strong ability to write and run SQL Queries
  • Solid analytical and technical skills, as well as good work ethic
  • Thorough understanding of application development methodologies including SCRUM.
  • Experience with computer graphic and multimedia design.
  • Proven experience in installing, upgrading, and maintaining Web servers and associated operating systems, including IIS and Apache.
  • Knowledge of database development, including Oracle and MsSQL.
  • Experience in gathering and analyzing business requirements.
  • Project management experience.
  • Good understanding of the organization’s goals and objectives.
  • Excellent written and oral communication skills.
  • Excellent interpersonal skills.
  • Ability to conduct research into emerging Internet technologies and programming languages.
  • Ability to present ideas in business-friendly and user-friendly language.
  • Highly self-motivated and directed.
  • Keen attention to detail.
  • Proven analytical and problem-solving abilities.
  • Ability to effectively prioritize and execute tasks in a high-pressure environment.
  • Very strong customer service orientation.
