A bachelor’s degree or higher from an accredited college or university in a computer science or related field of study and/or comparable years of experience is preferred.

Three (3) or more years of professional experience in network, IT, VOIP and/or telecommunications related field with demonstrated accomplishments in analysis, troubleshooting, planning and projects is required.

This position may be required to occasionally perform duties other than those listed on the position description.

This position requires a security background check, including fingerprint as a condition of employment. 

Employees of the Department of Financial Services are paid on a monthly pay cycle.

Minimum Qualifications for this position include the following REQUIRED ENTRY LEVEL KNOWLEDGE, SKILLS AND ABILITIES:

  • Knowledge of computer operations, procedures and systems including supports.
  • Ability to process information logically.
  • Ability to develop and maintain detailed technical documentation.
  • Ability to communicate technical data processing information effectively.
  • Ability to communicate well, both verbally and written forms.
  • Ability to establish and maintain effective working relationships with others.
  • Knowledge of Cisco Phone System (Call Manager, Cisco Unity Communications, Cisco
  • interactive voice response (IVR) systems, Cisco Call Center).
  • Ability to diagnose distributed communications systems and solve problems with same.
  • Ability to operate Windows OS and desktop applications.


This position performs professional and technical work involving Network Services group for the Bureau of Distributed Infrastructure. The position involves analysis, development, testing or modification of telecommunications and network systems or programs.

Account Management: Support the on-boarding and off-boarding process for provisioning the Department’s VOIP telephone system which includes adding, modifying, and removing user profiles.

Case Management: Responsible for opening, monitoring, updating and closing trouble tickets in the Department Remedy system that relate to the Department’s VOIP system, network and telecommunications as appropriate.

Invoice Management: Responsible to assist in tracking, reviewing, and validating incoming Telecommunications-related invoices including but not limited to: SUNCOM (MFN, SIP, PRI, Centrex) invoices. Maintain liaison with telephone companies, communications component vendors and users to ensure invoicing and costs are accurate.

Provides training in the use of the Departments VoIP system. Assist in training for

telecommunications related needs.

Helps maintain all Department phone systems and components (hardware, software, and documentation) for daily administration modifications and improvements.

Perform other related duties as required.

  • Communicate system proposals to management and customers and provide systems
  • diagnoses and resolution for current systems.
  • Provide support services for DFS (Department of Financial Services) Staff in technical
  • areas described above and other technical efforts that affect the department.
  • Interact with customers, senior level personnel, and team members.
  • Responsible for balancing and prioritize work.
  • Leadership skills to assist less experienced personnel.
  • Responsible for integrating moderately complex hardware and software systems.
  • Work independently and as part of a team.
