Position Description: 
This is a Business Analyst position that will work under the direction of the Senior Info Tech Business Consultant within the Division of Technology and Innovation.  The individual must possess business analyst skills (analyze business processes and systems functionalities, identify problems, and recommend solutions).

Must have effective communication skills as this position will be working with a broad spectrum of colleagues and must be capable of presenting information effectively both in writing and verbally. Must have the ability to extract business requirements from users and document them in a logical, concise manner.  Must have the ability to operate successfully in a demanding environment, lead teams, manage project timelines, work independently, manage multiple tasks, develop effective testing strategies, analyze application functionality, apply knowledge of software functionality and business processes to support applications well-being, and produce results that support the Department’s strategic initiatives.

 

Duties and Responsibilities: 
•    Prepare reports, presentations, issue and option papers, and gather supporting documentation
•    Write business requirements, design specifications, test scripts, and training materials
•    Participate in the implementation of strategic initiatives and project planning
•    Maintain project schedule throughout the System Development Life Cycle (SDLC)
•    Coordinate with business processes, technical staff, contract staff, and possibly outside agencies to implement and maintain system software
•    Identify technical and business problems and develop the solutions
•    Proactively recommend system modifications and maintenance to customers based on prior system history and knowledge of system
•    Communicate effectively to ascertain the needs of the customer
•    Facilitate, lead, and document meetings
•    Execute software testing and documenting results 
•    Perform other duties as required or assigned. 

  • This position may travel anywhere from 0-25% of the time.

Preferred Qualifications: 
-    Experience leading or facilitating meetings, workshops, or similar events. 
-    Experience in writing technical and/or training documentation. 
-    Experience with information system development project(s) and coordinate deliverables and/or development of the system. 
-    Licensing software experience. 
-    Project management experience. 
-    Experience in gathering business requirements. 


Education/Training Substitution:
-     Equivalent gathering business requirements, writing technical/training documentation, software testing, analyzing business processes and/or leading projects/efforts year-to-year experience. 

 

-    Two years of direct work experience for an Associates degree or;

-     An Associates degree and Two (2) years of Education/Training Substitution experience; or
-    Four (4) years of Education/Training Substitution experience.

CAREER SERVICE - LEAVE INFORMATION: 

    • Annual Leave - All full-time Career Service employees filling established positions earn annual leave in varying increments dependent upon years of creditable service. Employees with up to 5 years of creditable service earn 8.667 hours per month, with 5 to 10 years earn 10.833 hours per month and those with over 10 years of service earn 13 hours per month. Employees in Senior Management Service and Selected Exempt Service positions are credited with 176 hours of annual leave upon appointment. In subsequent years, the annual allotment is credited on the anniversary date of the initial appointment.
    • Sick Leave -. Career Service employees earn 8.667 hours of sick leave credits per month.

Background Screening Requirements:
