The position serves as a senior member of the Learning Development Office (LDO) Section and provides leadership, guidance and operational support to the Learning and Development team. The incumbent works collaboratively with units and programs to provide expert consultation to management, key stakeholders, subject matter experts (SMEs) and staff, regarding employee development and training initiatives. The incumbent serves as a lead staff member for training development, mentors Research and Training Specialists and provides continuity of operations by serving as the section lead in the absence of the LDO manager.

Duties and responsibilities of this position include, but are not limited to:

Team Lead

  • Provides support to the Learning Development manager by assigning the team work, reviewing progress, assessing team performance and taking action to improve performance.
  • Consults with the Learning Development manager, staff and stakeholders to determine training and staff development requirements, needs, priorities, objectives and resource needs.
  • Manages the design and development of e-Learning modules and training events (e.g., webinars and face-to-face training).

 

Course Development Support

  • Leads the Learning Development team in creating curriculum design plans, outlines, storyboards and other process-related documentation.
  • Leads the Learning Development team in developing, revising and maintaining a course development tracking system used to communicate and manage learning and development projects.
  • Serves as the SME responsible for coordinating, developing and delivering instructional design training and mentoring to Research and Training Specialists identified as entry-level instructional designers within the unit.
  • Evaluates feedback from learners, SMEs and other key stakeholders regarding the content and effectiveness of LMS modules and training events.
  • Keeps LMS users informed of course publishing activities within the system and serves as a liaison with the technology team regarding course authoring and deployment tools.

LMS Technical Support

  • Acts as primary support contact for LMS users by responding to, troubleshooting and resolving LMS issues in a timely manner.
  • Serves as liaison among VR, Information Technology, the LMS administration and learning technology vendors to support LMS administration, maintenance and issue resolution.
  • Identifies functionality gaps and propose configurable LMS solutions.
  • Identifies gaps requiring customization by documenting requirements and proposing solutions.
  • Creates and maintains LMS user accounts, job-specific learner groups and content uploads.
  • Maintains all required documentation related to the administration and maintenance of the LMS.
  • Provides operational performance reports and metrics to the LMS team and senior management, as requested.
