Your Specific Responsibilities:

This position has major administrative and technical responsibilities for managing the work of the State Operations Unit within the Bureau of WIC Program Services. Independent judgment is required in the management of the statewide data system that supports the operation and management of the Special Supplemental Nutrition Program for Women, Infants, and Children (WIC). This position is 100% supported by the federal WIC grant and the incumbent is responsible for the following tasks:

 

The team lead for and directs the development and implementation of State Operations data system and procedural activities in the Bureau of WIC Program Services for all redemption, compliance, vendor fiscal and program business requirements. Assigns and evaluates the work of the unit personnel engaged in critical data analysis and analytics to program participants and state agencies to ensure data system and operational objectives are appropriately addressed and that all priority projects and routine assignments are completed on time.

 

Directs team members in the use of FL-WiSE, GEOCODE software, Microsoft ACCESS data programs. Evaluates, corrects and directs the improvement in data input and analysis work performed by unit staff. Directs team members on proper procedures for the maintenance, accuracy and completeness of data analysis and processing for entire EBT reporting structure. Leads teams in the analysis of system performance and data integrity. As project leader, reports to the incumbent’s supervisor results of each team’s analysis on the State Operations data system and procedural activates and other related assignments. Directs on-going critical variable analysis of data system input and process. Leads teams in the identification and elimination of duplicative functions and data input. Devises and assigns analytical tasks for team members. Analyzes final results to ensure compliance with program requirements.

 

Leads the development of long-range plans for program compliance, operational integrity and vendor operations. The lead in integrating these long-range plans into the Bureau’s data system operational plan. Responsible for accuracy of all technical standards used for members correct and timely processing. Establishes and implements short- and long-range goals and objectives for individual team members and the unit.  Leads the promotion of and adherence to the goals and objectives of the Department and the Bureau in ensuring continued operational integrity of system updates from commercial and state resources. Ensures completion of planned program objectives included in the annual state plan submitted to USDA/FNS.

 

Directs the project team for the design and development and continuous product improvement of the WIC Electronic Benefits Transfer (EBT) system to include GEOCODE and webpage presence for the public. Directs the creation and analysis of data required for processing and analysis. Validates team members work product and directs corrective action in data processing file materials throughout project system.

 

Directs the creation, planning, development and production of reports (including ad hoc and online reporting systems) for management and evaluation of client services and program operations. Leads team members and individually creates database queries in response to management or program evaluation needs. Responsible for the accuracy and efficiency of the methods used to analyze and report programmatic data and makes recommendations to refine and improve the data, data collection and data reporting.

 

Lead analysist for the program’s data management liaison who provides operational and management technical assistance and support to ensure the continuity of WIC service delivery to other units within the Bureau; departmental, Department of Children and Families and Shared Resource Center Information Technology staff; WIC local agencies; the USDA/FNS Regional Office; and other programs, agencies, or departments.

 

Lead trainer for all operational systems for the section for FL-WiSE, GEOCODE, Microsoft ACCESS and data integrity and utility information. Maintains professional knowledge and skills through participation in regular staff meetings and though other staff development activities.

 

Leads team members in the creation and analysis of statistical analysis and evaluation of programmatic and administrative data to assist with program planning, evaluation and management decisions to improve WIC Program operations and services. Analyzes data system costs and maintains accountability for the expenditure of program funds related to data management issues.

 

Directs and leads teams in the creation, refinement and production of federal and state required reports. Responsible for procedures within the State Plan and Procedure Manual used for team development projects. Prepares documents and coordinates activities necessary to satisfy state and federal data system procurement requirements. Writes and reviews reports, correspondence and other written materials as required.

 

Investigates cases of potential fraud or program violations. Research may require the incumbent accessing Facebook, Craigslist, or other social media websites to identify, track and document potential WIC fraud and abuse. Collects evidence and recommends corrective actions or penalties as appropriate.

 

Performs other related duties and responsibilities as required.

 

Required Knowledge, Skills, and Abilities:

Knowledge of:  the principles of public health administration, planning and regulation; contract management principles; health care facility lease, renovation, and equipment purchase regulations and requirements; health care facility and service monitoring methods; methods of data collection and analysis; basic management principles and practices; problem solving techniques; correct spelling, grammar and punctuation; and WIC Program regulations and policies.

Skill in:  the use of microcomputers and standard software programs including Microsoft ACCESS and similar data management systems; public speaking and communicating technical information at appropriate levels to different audiences.

Ability to:  understand and apply applicable rules, regulations, policies, and procedures;  think critically;  compile, organize, analyze and evaluate data; organize data into logical format for presentations, reports, and documents; develop reports, manuals, policies and procedures; review data for accuracy and completeness; formulate standards and procedures; develop objectives, strategies, plans and effectively implement; review and evaluate plans, processes and programs to identify improvements and adjustments needed to ensure program effectiveness and efficiency; implement corrective actions and evaluate the results;  present negative findings in an effective manner; conduct basic research;  utilize problem solving techniques;  provide consultation and expert advice; guide, direct and lead staff; plan, organize, prioritize and coordinate work assignments to ensure timely completion of quality, accurate work products; communicate effectively, verbally and in writing; establish and maintain effective working relationships; and work independently.

 

Qualifications:

  • 1-2 years preferred applying software development methodologies in practice, such as Agile and Waterfall
  • 1-2 years preferred experience in fiscal/retailer store/bookkeeping
  • 2-3 years preferred developing, analyzing, and troubleshooting SQL code (e.g., Access SQL, Oracle SQL/PL-SQL)
  • 2-3 years preferred working in a liaison position organizing and tracking contractually related software releases
  • 2-3 years preferred experience in troubleshooting end-user software and ability to quickly learn business policy and process
