Your Specific Responsibilities:
This position has major administrative and technical responsibilities for managing the work of the State Operations Unit within the Bureau of WIC Program Services. Independent judgment is required in the management of the statewide data system that supports the operation and management of the Special Supplemental Nutrition Program for Women, Infants, and Children (WIC). The incumbent is responsible for the following tasks: Performs quality assurance testing and analysis for FL-WiSE, electronic benefits transfer (EBT), reporting, and related business processes. Reviews requirements and technical information; develops and executes test cases, scenarios, scripts, test data, and expected results; documents evidence; identifies errors or variances; and verifies that corrections and system changes conform to approved requirements and quality standards. Provides front-line technical and operational support for state and local WIC users, including requests received through the WIT inbox. Reviews and responds to assigned inquiries; gathers relevant details; troubleshoots and reproduces reported issues; distinguishes user, process, data, and system problems; provides solutions or workarounds; documents actions taken; and escalates unresolved defects with clear reproduction steps and supporting evidence. Participates in user acceptance testing with state and local WIC users for enhancements, defect corrections, reports, interfaces, and releases. Prepares test materials and environments, supports testing sessions, records user feedback and results, enters and tracks defects, retests corrections, and communicates status and risks to the lead analyst. Writes and updates system and program documentation, including operating procedures, desk guides, manuals, troubleshooting instructions, test procedures, quality standards, release notes, and user job aids. Confirms that documentation is clear, accurate, current, and consistent with approved functionality and procedures. Analyzes user requirements, workflows, procedures, reports, and system capabilities to identify operating problems and improvement opportunities. Confers with staff and users, gathers and organizes information, documents current and proposed processes, and recommends practical modifications to systems or procedures. Assists with training and knowledge-transfer activities for state and local WIC users. Develops or updates demonstrations, exercises, and training materials; presents assigned content; answers user questions; and communicates recurring training needs or documentation gaps to the lead analyst. Coordinates assigned issue-resolution, testing, and implementation activities with program staff, users, vendors, information technology staff, contractors, and other partners. Maintains timely communication, follows established escalation procedures, and completes assigned follow-up actions. Develops, validates, and maintains recurring and ad hoc reports used to support program operations and management decisions. Reviews data and system outputs for accuracy, investigates anomalies, and recommends corrections or improvements. Maintains accurate records of requirements, test cases, results, defects, WIT inbox requests, scripts, decisions, and resolutions. Uses established tracking tools and prepares status information as requested. Maintains professional knowledge of WIC procedures, quality assurance methods, data analysis, and relevant technologies. Performs other related duties and responsibilities as required.
Required Knowledge, Skills, and Abilities:
Knowledge of: software quality assurance principles and methods, including functional, regression, user acceptance, and data-validation testing; systems analysis, business processes, requirements documentation, troubleshooting, and root-cause analysis.
Skill in: developing and executing test cases, test scenarios, test scripts, test data, and expected results; identifying, reproducing, documenting, tracking, and retesting system defects; analyzing system requirements, workflows, reports, interfaces, and data to identify errors and improvement opportunities; providing technical support and explaining technical information clearly to both technical and nontechnical users; preparing clear and accurate technical documentation, including procedures, manuals, troubleshooting guides, test documentation, release notes, and user job aids..
Ability to: organize and evaluate information, maintain accurate records, and manage multiple assignments and priorities; communicate effectively verbally and in writing; establish and maintain effective working relationships with state and local program staff, technical teams, vendors, and other stakeholders; work independently, exercise sound judgment, and follow established quality, security, confidentiality, prioritization, and escalation procedures; use standard office applications, issue-tracking systems, and other tools used to document requirements, testing, defects, and support requests.
Qualifications:
Minimum - Two years of professional experience in software quality assurance, software testing, systems analysis, application support, business analysis, or a related information technology field. Experience developing and executing test cases, test scenarios, or test scripts and documenting test results. Experience identifying, reproducing, troubleshooting, or documenting software, data, or business-process issues. Experience preparing technical or procedural documentation. Experience providing technical assistance or customer support to system users.
Preferred - College education from an accredited institution in information technology, computer science, management information systems, business analysis, or a related field may substitute for the required professional experience on a year-for-year basis.
