JOB SUMMARY:
This is a Business Analyst/Product Owner (Systems Project Analyst) position with the Department of Revenue’s (DOR) Information Services Program (ISP). This is a functional, customer-focused position on a .NET development team that is primarily focused on design activities of new application development for the Executive Direction and Support Services program (EXE) and Information Services Program (ISP). The primary duties of this position are to:
- Communicates verbally and in writing with technical and non-technical staff to document use cases and requirements, evaluate alternatives, develop plans, conduct/coordinate testing, demonstrate system functionality, and coordinate implementation and training.
- Analyzes requirements and performs data analysis to evaluate and design solutions for new or replacement applications to meet staff and user requirements.
- Evaluates applications and services to provide recommendations based on gap fit analysis or for enhancements and performance improvements.
- Creates flowcharts and/or diagrams to illustrate logical operational steps of programs and systems (as needed) and writes specifications and system documentation for programs and applications.
- Writes functional and technical standards and procedures for DOR supported applications.
- Performs functional testing for application development and preparation for user acceptance testing.
MINIMUM REQUIREMENTS:
- At least five years of work experience in the last six years as a business analyst, product owner, or similar role.*
- Experience reading and writing software documentation.
- Experience using Microsoft Office Suite.
SUBSTITUTIONS:
- *Bachelor’s degree in business management, information systems, computer science, statistics, data analysis, or a similar degree program can substitute on a year for year basis.
- *Completion of a Product Owner or Business Analyst certificate can substitute for two years of the required experience.
- *Completion of a one-year program of study from a vocational/technical school or college/university in an area of cloud computing can substitute for one year of the required experience.
- *Completion of a one-year program of study from a vocational/technical school in an area of machine learning or artificial intelligence can substitute for one year of the required experience.
PREFERENCES:
- Proficiency in written and oral communication skills (i.e., correct grammar, punctuation, spelling, and organization of content).
- Experience using Microsoft Visio or similar tool.
- Experience in requirements gathering and documentation.
- Experience producing technical documentation.
- Experience in performing unit and/or user acceptance testing, troubleshooting web applications, and documenting application issues.
- Experience analyzing data using Microsoft Excel or similar tool.
- Experience on projects and/or teams using Agile, Scrum, or Kanban.
- Experience with cloud computing.
- Holds one of the following certifications: Certified Scrum Product Owner (CSPO), Professional in Business Analysis (PMI-PBA), Certified Business Analysis Professional (CBAP), or Certification of Capability in Business Analysis (CCBA).

- Position located in Tallahassee, Florida.
- The tentative salary for this position is $53,201.52.
