This is an onsite position in Tallahassee, Florida.

 

 

 

Position Overview and Responsibilities:

DEP’s Office of Technology and Information Services (OTIS) is currently seeking a Systems Project Consultant.  The primary focus for this position is to serve as a Tester/Business Analyst for OTIS, the enterprise IT organization supporting the entire agency. The incumbent of this position will represent OTIS and must be helpful, cooperative, polite, respectful, and courteous at all times in the interactions with customers

This position primarily involves the testing, analysis, design, and implementation of mission-critical information technology systems and applications for the Florida Department of Environmental Protection. The employee will apply proven communication, analytical, and problem-solving skills to help support the development process and ensure that project deliverables are met according to specifications.

This position also involves working with a variety of stakeholders.  The focus is to create and execute test scripts and packages, support training, and create supporting technical documentation. This position will be assigned to work on a variety of projects and initiatives. This role will need to leverage a variety of skills involving leadership, critical thinking, communication, and business analysis techniques as well as test script development and execution.

 

Specific duties and responsibilities include:

 

  • In adherence to internal standards and/or best business practices, create testing documentation such as test plans and test cases, conduct and coordinate testing of new or enhanced applications prior to their implementation into a production environment.
  • Analyze, design, test, and implement mission-critical information technology systems and applications for the agencies of DEP.
  • Apply proven communication, analytical, and problem-solving skills to help support the development process and ensure that project deliverables are met according to specifications.
  • Translate user requirements into requirements documentation that developers and other project team groups can readily understand.
  • Create many types of documentation, based upon established standards and direction from management and the project team.
  • Gather user requirements via joint requirement gathering sessions, workshops, questionnaires, surveys, site visits, workflow storyboards, and other methods.
  • Serve as a liaison to other program areas within the Agency, to the public, and to external entities. This activity may include all forms of communication, including the creation of supplementary documentation and presentations to convey the value of the subject matter.
  • Participate in special initiatives. This may include taking on new role(s), responsibilities, and learning new skill sets to satisfy the assignment objectives and complete them on time.
  • Contribute toward development or update of business analysis practices, processes, standards, and/or operating procedures.
  • Perform other duties as assigned.

  • Knowledge of generally accepted business principles, practices, and procedures.

  • Knowledge of structured analysis techniques.

Minimum Qualifications:

 

  • Professional work experience as a tester/business analyst.

 

 

Position of Special Trust Requirement:

This position is designated as a Position of Special Trust in accordance with DEP Directive 422, Positions of Special Trust or Responsibility. Successful completion of background screening will be required for this position.

 

 

 

Preferred Qualifications:

 

  • Experience related to eliciting business requirements including facilitation techniques
  • Familiarity/working knowledge of the BABOK
