DESCRIPTION:

The Department of Juvenile Justice is looking for a seasoned Business Analyst (BA) to join our Information Technology (IT) Application Development Team who understands data, possesses a solid technical judgement, and is experienced in writing detailed business requirements. This role will be responsible for working with IT managers, business stakeholders and subject matter experts to ensure a clear understanding of the business problem/opportunity. The Business Analyst will identify and document stakeholder requirements and support those requirements through the software development lifecycle (SDLC) process with the respective Application Development team.

The candidate will be responsible for capturing business requirements and data integration between program areas.  It will also capture detailed requirements from stakeholders and understand the impacted systems, components and/or data. The candidate will document pertinent technical considerations and details that support solution design and development.

The candidate will work directly with the Application Development managers, technical leads, and Database Administrators to translate and articulate requirement details.  The candidate will work with cross-functional team members from Project Initiation and Requirement Stage, to ensure requirements meet Definition of Ready (DoR) prior to development.

Candidates must be highly motivated and have a strong desire to work in a team-oriented environment.  Candidates must be detail oriented, have strong written and oral communication skills, and demonstrate the ability to build and maintain effective customer relationships throughout the Systems Development Life Cycle (SDLC) of the project.

This is a Career Service position and receives significant State of Florida Benefits. The salary range for this position will be based on the applicant’s proven skill level.

PREFERRED MINIMUM REQUIREMENTS:

Preference will be given to candidates with 5 years of working experience as a Sr. business  or technical analyst and have experience implementing the SDLC and have Project Management work experience.

The ability to work as part of a team, resolve problems, and perform technical duties is very important.

Thorough understanding of programming techniques and systems development life-cycle processes.

Excellent communications skills required both verbal and written.

Assist in the coordination and management of outside consultants working on business system implementation projects.

Develop functional and technical system design specifications. Document workflows and results of business process analysis and validate with business process owners as needed.

Work with business process owners to prepare project justifications and resource/cost plans for process improvements and upgrades.

Provide end user training on new functionality if needed.

Assist in preparing and overseeing the execution of necessary testing to ensure business process and system upgrades/changes are performing as expected.

Work with software developers and consultants to effectively utilize automated processes to maximize available system capabilities and performance.

Provide support to management team requests for ad-hoc reporting and data analysis as needed.

Develop report writing expertise in various business systems.

Provide updates to business process owners and management on new project initiatives/opportunities and status/issues on existing projects.

Strong analytical, problem-solving and training skills are required.

Working knowledge of creating supporting documentation associated with business processes, system specifications, design and testing requirements.

WORK HOURS:   

Normal work hours are Monday through Friday; 8:00 a.m. - 5:00 p.m however, working on weekends to deploy applications may occasionally be required.
