Advertising Title: Security Recruitment & Compliance Team Lead 

This open competitive advertisement is for a SES (Selected Exempt Service) position located at Central Office in the Office of Human Resources Security Recruitment Team.  

This role aims to ensure that the organization is staffed with skilled and reliable security professionals who meet the standards and compliance requirements of FDLE and the department, thereby supporting the safety and security objectives of the organization. 

 

This position is not a telework position and is required to report to the FDC office in the area it serves. 

 

JOB DUTIES:

  • Serve as a subject matter expert supporting the Security Recruitment Team’s daily workflow, policy interpretation, and operational guidance. 

  • Assist in overseeing statewide recruitment processes for CO and CPO positions, ensuring compliance with personnel rules, statutes, and affirmative action requirements. 

  • Conduct and finalize background investigations and review recruitment packages for accuracy, documentation, and policy compliance. 

  • Provide technical and procedural support to HR staff, field offices, and recruitment team members; participate in training delivery. 

  • Assist with posting, maintenance, and timely processing of security‑related job advertisements in People First. 

  • Utilize multiple HR and investigative systems (People First, SharePoint, Axiom Pro, FCIC/NCIC, CCIS, ATMS, etc.) to support recruitment operations. 

  • Support policy development, training initiatives, productivity tracking, and special projects; provide backup coverage for team and manager as needed. 

 

ENTRY LEVEL KNOWLEDGE, SKILLS AND ABILITIES:

  • Knowledge of one or more personnel program function such as recruitment and selection, employee relations, etc. 

  • Knowledge of computer software including applications. 

  • Ability to direct and organize program activities. 

  • Ability to communicate effectively. 

  • Ability to work independently. 

  • Ability to analyze situations and recommend alternative solutions. 

 

FULL PERFORMANCE LEVEL KNOWLEDGE, SKILLS AND ABILITIES:

  • Knowledge of agency policies, personnel rules, Florida Statutes, Department of Management Services requirements, and human resource functions. 

  • Knowledge of effective communication principles, data collection methods, and basic numerical operations. 

  • Knowledge of HR‑related systems and software, including People First, SharePoint, Microsoft Word, Excel, and other data and records management tools. 

  • Skill in managing time, learning new systems or processes, and communicating clearly and effectively with diverse audiences. 

  • Ability to collect, analyze, and organize data and personnel records in a logical and compliant format. 

  • Ability to compose clear written correspondence and apply problem‑solving techniques to recruitment and HR issues. 

  • Ability to interpret, understand, and apply applicable rules, regulations, policies, and procedures.

REQUIREMENTS:

  • Must possess a high school diploma or its equivalent. 

  • Three or more years of human resource experience in recruitment, onboarding, personnel administration, or related HR functions involving applicant processing, or similar support to hiring managers. 

  • Three or more years of experience conducting background checks or employment eligibility reviews and making determinations based on findings. 

  • Three or more years of experience using People First. 

  • Must be willing to work in office Monday through Friday, 8:00 am to 5:00 pm. 

 

PREFERRED QUALIFICATIONS:

  • Three or more years of experience interpreting and implementing Florida Statutes 435 and 943 related to background screening and public safety requirements. 

  • Three or more years of experience interpreting and implementing Florida Administrative Code Chapter 11B‑27 governing Certification and Employment or Appointment standards. 

Support of knowledge, skills, and abilities should be demonstrated on the application, in the education, in the work experience, in the work sample, in the interview and/or during reference checks.

BACKGROUND SCREENING REQUIREMENT 

The Florida Department of Corrections requires all job applicants and volunteers to pass a Level 2 background check as per Chapter 435, Florida Statutes. This check must be completed before they can start working or volunteering.
