JOB TITLE

Senior Legislative Analyst

 

GENERAL SUMMARY

The Office of Economic and Demographic Research is seeking a Senior Legislative Analyst. The analyst will serve as a technical expert in monitoring and analyzing the General Appropriations Act and legislation with budgetary significance, as well as cash flow throughout the fiscal year. The analyst will also use state budgeting and various accounting records to examine complex financial matters, as well as provide both written and oral reports on the information. The analyst should be detailed oriented and focused on accuracy.

 

EXAMPLES OF WORK PERFORMED:

  • Prepares oral and written reports on state revenues and expenditures.
  • Prepares official financial outlook statements used in the state’s appropriation process.
  • Analyzes and summarizes proposed and enacted legislation for appropriations or fiscal impact.
  • Participates in the development of forecast of revenue sources available for state spending or impact decisions.
  • Participates in the development of the constitutionally required Long-Range Financial Outlook and the official calculation of the state’s revenue limitation.
  • Ensures historical consistency for the state’s revenue and expenditure documents.
  • Provides occasional guidance and ensures fiscal accuracy in accounting records across state agencies.
  • Operates a computer to perform word processing, spreadsheet applications, and slideshow presentations.
  • Assists in the coordination of the work of other staff members.
  • Conducts research projects and performs legislatively mandated studies.
  • Performs other related duties as required

 

KNOWLDEGE, SKILLS, AND ABILITIES

  • Knowledge of the state’s planning and budgeting process and systems.
  • Knowledge of the state’s accounting records.
  • Knowledge of applicable computer word processing, spreadsheet, and database programs.
  • Knowledge of Florida state government, legislative rules, and procedures.
  • Skill in reading comprehension, analysis, and organization.
  • Ability to read and comprehend the Florida Constitution and state statutes and laws.
  • Ability to communicate effectively and concisely verbally and in writing.
  • Ability to take initiative on independent research projects.
  • Ability to produce quality work under pressure.
  • Ability to deal tactfully and courteously with the demands of Legislators, their staff, and the public.
  • Ability to plan, organize, and coordinate work assignments.
  • Ability to work cooperatively as a team member and to contribute to the efficient internal functioning of the office staff.
  • Ability to conduct in-depth, carefully documented and credible analysis under minimal supervision within established deadlines.
  • Ability to make presentations.
  • Ability to establish and maintain effective working relationships with others. Ability to work independently.
  • Ability to collect and analyze data.
  • Ability to organize data into logical format for presentation in reports, documents, and other written materials.
  • Ability to solve problems and make decisions.
  • Ability to exercise discretion and confidentiality.

 

MINIMUM QUALIFICATIONS

A bachelor's degree from an accredited college or university and five years of professional experience in research, analysis, program planning and evaluation, or administrative work.

 

A master's degree from an accredited college or university can substitute for one year of the required experience.

 

A doctorate from an accredited college or university can substitute for two years of the required experience.

 

Professional experience as described above can substitute on a year-for-year basis for the required college education.

Commensurate with experience.
