Our Organization and Mission: 
The Mission of the Florida Department of Business and Professional Regulation (DBPR) is to “License Efficiently and Regulate Fairly”. The Division of Technology supports the mission of DBPR through management of the systems that underpin the services the Department offers to the public. Our staff continually work to increase the efficiency and effectiveness of DBPR, through consultation with the business units within the Department to integrate new and innovative technology solutions.

 

Your Specific Responsibilities: 
The Systems Project Consultant (SPC) on the database team focuses on analyzing systems and applications to design database structures that meet business needs. Assist with database development, application design, and maintenance, as well as assisting with user permissions and code migration. This is a highly analytical position that must assist with the creation and maintenance of comprehensive system documentation, reports, and dashboards. The incumbent will provide technical support to developers, project managers, and technicians where appropriate. This role includes troubleshooting errors and performing routine database refreshes. This position will participate in a rotational 24-hour on-call for emergency support.

  • Assists application developers, technicians, and managers in the analysis, design, development or enhancement of systems, applications, and databases. Creates and maintains detailed system documentation to include overall design, schematics, and functional logic diagrams. Assists with the creation and maintenance of reports and dashboards. Prepares ad hoc reports on systems and infrastructure as required.
  • Maintains and controls user access to database. Assists with building table views, and data connections necessary to support end user application needs. Assists with the development of new database structures, monitors database performance, and researches potential solutions within the departmental framework at the direction of the Data Architect.
  • Assists with the process of querying data, analyzing the results, and presenting the findings in a way that provides clarity and actionable insight. Assists with the development of specifications for datasets and reports based on business requests. Creates users in SQL Server and manages permissions and maintains code for migration. Responsible for migrating Oracle and SQL Server code to UAT and production. 
  • Participates in design and maintenance meetings as required. Assists in troubleshooting errors and bugs in the system and assists Data Stewards as needed.
  • Performs SQL Server database refreshes as needed.
  • Performs other work-related duties as required.

Knowledge, Skills, and Abilities:

  • Knowledge of or ability to learn SQL and relational database theory. 
  • Knowledge of or ability to learn Microsoft SQL Server, including 2005 and 2016. 
  • Knowledge of or ability to learn Oracle RDBMS, including 10g RAC and 12c on Exadata. 
  • Knowledge of or ability to learn MySQL. 
  • Knowledge of or ability to learn Oracle administration tools (Toad, Oracle Enterprise Manager (OEM). 
  • Knowledge of or ability to learn SQL authoring toolsets. 
  • Knowledge of or ability to learn SQL Server Tools (Enterprise Manager).  
  • Ability to upgrade SQL Server and Oracle. 
  • Possess strong analytical and problem solving skills. 
  • Possess effective verbal and written communication skills. 
  • Ability to think nonlinearly and find resourceful solutions to challenging issues. 
  • Ability to manage and prioritize concurrent tasks and projects. 
  • Ability to work both collaboratively on teams, as well as independently as necessary. 
  • Ability to communicate effectively with both technical and non-technical staff. 
  • Ability to establish and maintain effective working relationships with others. 
  • Ability to work shifts in an On-Call rotation. 
  • Ability to work overtime as necessary.

 

Minimum Requirements:

  • Must be able to meet the requirements of Chapter 60L-32.0012 (2)(b), Florida Administrative Code, regarding On-Call status; and
  • Documented work experience in Information Technology; and
  • Experience, knowledge of, and ability to learn SQL, MySQL, Oracle, and relational database theory.

Preference will be given to applicants with:

  • Bachelor’s degree from an accredited college or university in a computer related field, or an Associate’s degree and two (2) years of technical IT experience; or
  • Combination of documented work experience in an IT field and IT training totaling 4 years.

Please Note:
Preference will be given to candidates that have experience working with data visualization tools such as Qlik, Tableau, Power BI, etc., as well as previous experience in data analysis and familiarity with tools such as QLIK, Tableau, Toad, Oracle or SQL Server.
