**Anticipated Vacancy**

 

Overview:

The Florida Gaming Control Commission is responsible for exercising all regulatory and executive powers of the state with respect to legal gaming, including pari-mutuel wagering, cardrooms, slot machine facilities, oversight of gaming compacts, and other forms of gambling authorized by state law, excluding the Lottery, as well as directly enforcing Florida’s gaming laws and combatting illegal gambling activities.

 

The agency is overseen by five Commissioners who are appointed by the Governor, with Commissioners appointing an Executive Director who leads a team of nearly 200 staff members.

 

The mission of the Florida Gaming Control Commission is to preserve and protect the integrity of gaming activities through fair regulation, licensing, effective criminal investigation, and enforcement.

Position Duties and Responsibilities:

The Tax Auditor III is part of a professional audit team that performs compliance audits of licensed pari-mutuel wagering facilities in the State of Florida, to ensure operational controls are implemented in compliance with Florida statutes, rules, and other regulatory guidelines. The duties are as follows:

  • Plans and performs compliance audit engagements for pari-mutuel, cardrooms, and slot operations of licensed pari-mutuel permitholders in accordance with the Florida Administrative Code, Florida Statutes, Guidelines for Auditing Management Systems, and the Office of Revenue & Auditing.
  • Follows Standard Operating Procedures (SOP) and guidelines.
  • Makes all necessary travel arrangements to perform on-site compliance audits and ensures thorough examination and assessments of the audited facilities and operations.
  • Prepares comprehensive workpapers and formal audit reports for review and approval by management prior to presenting final opinion to the permitholders.
  • Collaborates with assigned audit staff on audit engagements where the Tax Auditor III serves as the audit team leader. Provides regular updates to the Audit Administrator and Chief Revenue & Auditing Officer on the status of ongoing audit assignments.
  • Conducts peer reviews of audit workpapers and files from compliance audits assigned to and completed by other tax auditors.
  • Successfully completes and maintains Continuing Professional Education Credits (CPE) and other Commission-related training courses as assigned.
  • Engages in cross-training and provides team support as needed.
  • Performs other related duties as requested by the Audit Administrator or the Chief of Revenue & Auditing.

 

Required Knowledge, Skills, and Abilities:

  • Knowledge of and ability to understand and apply applicable Florida Statutes, rules, regulations, policies, and procedures, particularly those related to the gaming industry.
  • Knowledge of basic mathematics.
  • Ability to collect, verify, and evaluate operational data related to pari-mutuel wagering, cardrooms, and slot operations.
  • Skilled in applying critical thinking and analytical skills to identify compliance issues, inconsistencies, or operational risks.
  • Skilled in documenting audit findings clearly and concisely using professional writing and formatting standards.
  • Skilled in the use of computers and software applications such as Microsoft Excel, Word, and auditing tools to record and analyze data.
  • Ability to work independently and as part of a team to complete audit assignments accurately and timely.
  • Ability to communicate effectively, both verbally and in writing, with stakeholders at various levels of the organization.

 

Minimum Qualifications:

  • Four (4) years of audit, compliance, financial, regulatory, casino, and/or gambling facilities experience. Professional studies from an accredited college or university on business related studies may substitute for experience on a year-by-year basis.
  • A valid driver’s license.
  • Ability to travel 25% of the time.

 

Preferred Qualifications, not required:

  • Preference will be given to applicants with direct compliance audit experience.
