JOB SUMMARY:

This is a Tax Law Specialist position located in Property Tax Oversight (PTO) program's Compliance Assistance process.

As a Tax Law Specialist, you’ll be part of a team dedicated to property tax law—reviewing legislative bills, drafting rules, and providing guidance to taxpayers and local officials. This role requires strong analytical skills, clear communication, and an understanding of statutory interpretation and administrative law.

This position’s responsibilities include:

  • Assisting taxpayers and county officials with property tax questions and providing guidance on statutory requirements.
  • Reviewing and analyzing legislative bills related to property tax to determine its effectiveness and the impact of its passage on the state and county officials. 
  • Developing bill analyses, technical amendments, and post legislative summaries.
  • Performing rulemaking activities, including drafting and updating administrative rules to implement property tax laws.
  • Researching and interpreting laws, rules, case law, and agency guidance impacting Florida’s property tax system.
  • Performing other related duties as required.

MINIMUM REQUIREMENTS:

  • Four or more years of relevant professional experience with the State of Florida’s laws, rules, and procedures. *
  • Strong reading comprehension, research, writing, and analytical skills, with the ability to clearly convey complex information.
  • Ability to exercise sound judgment and work independently.
  • Experience collaborating across interdisciplinary teams.

SUBSTITUTIONS:

  • * Bachelor’s degree or higher can substitute for four years of experience.

PREFERENCES:

  • Experience with the legislative process.
  • Experience in the administrative rulemaking process.

SPECIAL NOTES:

  • This is a Tallahassee based position and will not be eligible for telework.

SALARY: $58,999.92 / annually.
