This is a development position which will work collaboratively with stakeholders and developers, coding web projects from inception through implementation in an environment consisting of AIX, Websphere, Oracle, J2EE/Java and IBM Rational developer suite or Eclipse.



  • Each employee is expected to be knowledgeable of the Lottery’s Responsible Gaming program, including the No Underage Play and Play Within Your Means messaging, and will ensure retailers and players are aware of the program and provided information, as necessary.
  • Designs and develops comprehensive web page solutions for the Lottery’s main website, second chance website and intranet using standardized web page development tools.
  • Interviews functional staff to determine user requirements in designing and specifying system functional requirements.
  • Analyzes business needs to develop specific functional requirements for applications software.
  • Analyzes and de-bugs complex computer programs for the purpose of cross-testing, adding enhancements and ongoing maintenance.
  • Identifies system or software deficiencies, recommends solutions and actively engages in deficiency resolution.
  • Develops detailed system and user documentation to ensure proper operation and maintainability of application software.
  • Diagnoses software problems to determine cause and develops and implements appropriate solutions in a timely manner.
  • Develop web applications that meet accessibility requirements as specified by Section 508 of the Rehabilitation Act.
  • Determine and create database structures and indexed to securely and efficiently meet functional requirements.
  • Conducts sufficient module and systems testing to ensure operation of software meets user expectations.
  • Assists Software Quality Assurance and users in conducting acceptance testing to ensure software meets functional requirements.
  • Provides technical assistance and consultation to users, development team and other IT staff.
  • Maintains technical knowledge and proficiency within a changing system and network environment in order to develop the most efficient solutions and methodologies.
  • Attendance is an essential function of the position.
  • Performs other duties as assigned.


Knowledge, Skills, and Abilities:

  • Strong user interface programming skills including HTML, CSS and JavaScript.
  • Strong knowledge of Adobe Creative Suite.
  • Experience designing for browser and mobile compatibility.
  • Knowledge of Oracle relational database concepts and techniques.
  • Knowledge of data feeds and data parsing using various XML technologies and SQL (stored procedures).
  • Knowledge of web page design concepts and of standard web page design tools.
  • Knowledge of application architecture.
  • Understanding of usability principals and web standards.
  • Knowledge of software engineering life cycle methodologies.
  • Ability to learn new programming languages, hardware platforms and conform to Lottery programming standards.
  • Knowledge of advanced data processing concepts, terminology and programming methodology and techniques.
  • Ability to think logically and to analyze and solve problems.
  • Ability to interpret technical information and communicate effectively to technical and non-technical staff and management.
  • Ability to identify, analyze and define user system needs.
  • Ability to develop technical documentation, specifications and reports.
  • Ability to prioritize multiple tasks, meet specified deadlines and organize work around changing priorities.
  • Ability to work independently and with a team, possessing willingness to mentor and build team proficiency.
  • Ability to establish and maintain effective working relationships.

Licensure/Registration/Certification Requirement:

(Minimum) The completion of high school, or the equivalent, resulting in the awarding of a high school diploma or the equivalent, such as the General Education Development (commonly referred to as a GED) award.
