Position Overview and Responsibilities:
This is a professional and highly technical position responsible for assisting engineers to analysis system engineering designs which required to establish optimum operational communications networks, equipment procurement and other support systems. Specific responsibilities include, but are not limited to the following:
- Review Customer Service Authorization and Billing (CSAB) forms submitted by others for processing, determine if requests are justified; discuss forms with the preparer, if necessary, and complete own actions regarding form in an expedient manner. Approve valid CSAB requests on behalf of the Division of Telecommunications as assigned. Use the automated CSAB systems to request and to prepare new requests.
- Coordinate any corrections, additions, or changes to documentation submitted with the requesting agency.
- Provide system engineering support to state agencies regarding alternatives available, communications engineering, training, and identification and resolution of system engineering solution/ problems. Assist other engineers in the performance of end-to-end communication analysis on common carrier supplied services in order to verify that they are operating properly and in accordance with state engineering design and specifications.
- Consult with Division personnel, to include Field Consultants, when necessary for information and coordination purposes. Apply technical knowledge and skills related to telecommunications in accomplishing communications project work and everyday network work. Provide technical assistance to state agencies and political sub-divisions concerning the development and implementation of communications plans and projects.
- Determine alternative courses of action for correcting problems with existing end-user systems; work with engineering personnel to assist in the design of these systems. Prepare estimates for communications projects.
- Participate in network related projects, as assigned, in addition to routine network management functions.
- Provide support for engineering personnel and assist less technical personnel with assistance and guidance on technical information necessary for fulfillment of their duties associated with the tasks above.
- Maintains documents and reports as necessary to substantiate and verify activities pertaining to the SUNCOM network.
- Attend training classes/seminars as directed.
- Participate in network related projects, as assigned, in addition to routine network management functions.
- Provide necessary assistance to the agency Continuity of Operations Plan (COOP).

Minimum Qualifications:
- At least three years’ work experience in telecommunications.
- Telecommunications experience in voice, data and video services.
Preferred Qualifications:
- An associate degree in information technology, computer science, or related field.
- Skill in operating a variety of online processing systems.
- Experience with Microsoft Office Suite (Word, Excel, Access, PowerPoint).
- Experience with design and ordering SIP, PRI, & Wan circuits.
