POSITION DESCRIPTION:
Ensure that all equipment received for Approved Product List (APL) evaluation is received, tagged, and placed in the appropriate location and all APL equipment shipped from the Traffic Engineering Research Lab (TERL) is photographed, documented, packaged and pick up by the shipping company. Applies engineering principles to evaluate documentation submitted by vendors for non-electrical devices for compliance to specifications within the duration allowed by standard APL processes and procedures. Determine type of materials used, review test reports, data sheets and other documentation submitted by vendors to verify product meets the standard specifications.
Applies engineering principles to conduct product evaluation of electrical devices including installation and operations support. Unloads and moves devices using a forklift or pallet jack. Installs devices using a boom lift. Take electrical measurements, review waveforms, and adjust voltage frequencies as needed. Resolve all technical issues arising as a result of product evaluations. Prepare device inspection reports for products evaluated and update databases that track device evaluations.
Coordinate non-electrical device evaluations with the State Materials Lab in Gainesville, Florida Department of Transportation (FDOT) districts, and local maintaining agencies.
Coordinate with APL vendors to record and keep the APL database up-to-date with company information and product offerings. Maintain APL photo log to keep FDOT APL web site up-to-date.
Research and investigate product Non-Conformance Reports (NCR) to assess issues arising with approved products, including coordination with and collecting data from the vendor and end users. Analyze data and make recommendations to resolve issues. Draft Corrective Action Requests (CAR) in response to Non-Conformance Reports (NCR) and coordinate with the vendor and end users regarding the response to CAR.
Ensure that all TERL equipment is properly received, documented, input and tracked in the Traffic Engineering and Operations (TE&O) Asset Management Database, including reference documents and photos. Pick up, deliver, and organize test tools, materials, and office supplies used at the TERL. Conduct product testing as needed to support the Operations, Intelligent Transportation Systems (ITS), or Incident Management sections of the TE&O Office. Analyze products and make recommendations to resolve issues. Obtain quotes and coordinate with private labs for calibrating test equipment.
Coordinate the maintenance and operations of heavy equipment used by the TERL, such as the forklift and the scissor lift. Monitor construction and maintenance activities at TERL building, or elsewhere on the TERL campus, including coordinating with the FDOT District 3 Maintenance and Construction Office and taking record photos.
Coordinate the general maintenance and upkeep of the TERL building facilities and grounds, including coordinating with the FDOT Support Services Office.
Serve as the State TE&O Office Unit Custodian and Property Delegate in accordance with FDOTs Tangible Personal Property procedure, including obtaining and applying decal; entering property data into the Florida Accounting Information Resource (FLAIR) system; and keeping a hard copy and electronic files. Ensure that all TE&O assets are added to the TE&O Asset Management Database. Enter complete asset information into the Database, including attaching records, invoices, and photos for all equipment that enters the office as required by the FDOT Tangible Personal Property procedure. Surplus assets that are no longer needed in accordance with the FDOT Personal Property Procedure and attach surplus documentation into the Database.
Provide support to the Traffic Systems Quality Assurance Review (QAR) program as needed.
Serve as the TERLs Facility Safety Contact. Attend Safety Meetings and distribute safety information as needed.
KNOWLEDGE, SKILLS AND ABILITIES:
Knowledge of the installaton, engineering, operations and maintenance fo traffic control devices; basic knowledge of electronic design; ability to wire basic electrical connections; ability to perform basic electronic troubleshooting; general knowledge of specifications and design standards for traffic signal and ITS equipment; general knowledge of the Manual for Uniform Traffic Control Device; ability to communicate effectively with vendors, contractors, consultants, other FDOT offices, FDOT Districts, Countries and Cities verbally and written (E-mail); skilled in organization of technical hard copy and electronic documentation; skill in using engineering tools, equipment and/or instruments; skilled in Microsoft Windows, Outlook, Word and Excel; and ability to use or learn basic functions of Microsoft Access and Sharepoint within six months of hire.
REQUIRED LICENSURE/REGISTRATION/CERTIFICATION:

This position will be required to respond before, during and following emergency situations.
MINIMUM QUALIFICATIONS:
A high school diploma and two years of engineering, electronics technician, or product testing experience; or An associate of arts or science degree in Engineering technology; or a bachelor’s degree from an accredited college or university with a major in engineering or engineering technology; or an active International Municipal and Signal Association (IMSA) Traffic Signals Level 2 certification.
