POSITION DESCRIPTION:

Develop and maintain a Measures of Effectiveness handbook for use by engineers, planners, and decision makers in the development and review of roadway projects at the planning and preliminary analysis level. Responsible for updating these policies and procedures in accordance with changing conditions.

 

Develop and update the Quality/Level of Service Handbook for use by engineers, planners, and decision makers in the development and review of roadway capacity and quality/level of service at the planning and preliminary analysis level. Responsible for updating these policies and procedures in accordance with changing conditions. Conduct quarterly task team meetings for district level of service (LOS) coordinators to work on various LOS issues around the state, such as multimodal LOS, improved transit LOS methodology, and training needs.

 

Develop training for the implementation of analysis tools applied on the Strategic Intermodal System (SIS) and the State Highway System (SHS) in the areas of highway capacity, quality level of service, and congestion management. Develop the guidance used.

 

Support the Systems Management Administrator in management of the Systems Management Contract for consultant support. Maintain contract files and ensure timely processing of amendments, TWOs and invoices and any other requests.

 

Provide technical analysis and logistical support for corridor planning studies and master plans to maximize the capacity on existing SIS and SHS facilities. Coordinate and schedule public and agency meetings, maintain participant information, develop agendas and PowerPoint presentations, organize the meeting space for each venue, develop meeting materials and facilitate the registration process.

 

Assist with the review and updates to other handbooks, manuals, guidebooks of the sections such as the Traffic Analysis Handbook, Project Traffic Forecasting Handbook, Lane Repurposing Guidebook, Access Management Guidebook and others.

 

KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of traffic engineering principles and operational and planning analytical techniques for corridor level and project level traffic impact analysis. Knowledge of transportation planning, programming, traffic analysis, and other databases used in highway system analysis. Knowledge of highway design as it relates to traffic analysis. Knowledge in congestion management techniques as well as the appropriate traffic analysis tools. Skill in developing presentation and meeting materials. Ability to understand complex, multimodal corridor plans and the traffic forecasting and analysis including but not limited to microsimulation, Highway Capacity Software (HCS), and intersection signal timing tools. Ability to operate and conduct traffic analysis using HCS and various microsimulation models. Ability to determine the type and level of traffic analysis suitable for the level of detail required at different phases of project development.

 

MINIMUM QUALIFICATIONS: A bachelor's degree from an accredited college or university with a major in an area of engineering, planning, or other related field to which the position is assigned, and one year of professional experience in the field of transportation to which the position is assigned. A master's degree from an accredited college or university in an area of engineering or planning, or other related field to which the position is assigned, can substitute for the required experience. Professional or nonprofessional experience as described above can substitute on a year-for-year basis for the required college education.
