Position Overview and Responsibilities:
The Training Analyst serves as an instructor for the Bureau of Professional Development and Communications within the Division of State Purchasing. The primary function of this position is to serve as a trainer for other state governmental entities’ employees in the procurement or contract management fields. The incumbent will be expected to facilitate instructor-led training courses in accordance with established guidelines for topics such as procurement, contract management, and negotiation. Instructors are responsible for adherence to the training schedule and managing certification rosters and databases. As needed, the Training Analyst will also assist in giving presentations and providing education on additional topics and materials to support the unit’s communications goals.
Knowledge, Skills, and Abilities:
- Knowledge of best practices for instructional delivery and learner interaction.
- Experience using presentation software such as Microsoft PowerPoint, Adobe Products and webinar tools.
- Ability to provide exceptional customer service using various media methods.
- Knowledge of professional development media and delivery options (instructor-led, virtual, interactive web-based, self-study, and assessment products).
- Knowledge of instructional methodologies for adult learners.
- Knowledge of public procurement, contract management, and contract negotiation.
- Skill in Microsoft Office products (Word, Excel, PowerPoint, Outlook).
- Skill in written and verbal communication.
- Skill in public speaking and/or creating presentations.
- Ability to lift boxes/materials that may weigh over 30 pounds.
- Ability to prioritize assigned tasks.
- Possession of a valid Florida driver’s license.
- Ability to travel overnight
- Ability to interact effectively with others and maintain working relationships.
Minimum Qualifications:
- Two years of experience instructing or facilitating classes using a variety of delivery methods.
- Experience delivering excellent customer service.
- Knowledge of State of Florida purchasing statutes and rules.
Preferred Qualifications:
- Possession of a bachelor’s degree from an accredited college or university in a business-or-related field.
- Demonstrated knowledge of Chapter 287 or Chapter 215, Florida Statutes.
- Certification as a Florida Certified Contract Manager (FCCM), Florida Certified Contract Negotiator (FCCN), and Project Management Professional (PMP).
