MINIMUM REQUIREMENTS:
 

A bachelor's degree from an accredited college or university and five (5) years of professional experience in training, education, staff development, or a division-specific program area or
 

A master's degree from an accredited college or university can substitute for one (1) year of the required experience or
 

Professional experience as described above can substitute on a year-for-year basis for the required college education.
 

Require possession of a valid Driver License.

JOB DUTIES:
 

General:  Serves primarily as a designer for online learning projects, using instructional design principles.  Provides instructional and curriculum design in e-learning projects, training programs, and support services for the division and its stakeholders using technology to improve the administration and operation of the federal nutrition programs under the division’s oversight.
 

Advances the development of technology-enhanced curriculum in online instructional programs.  Designs and produces learning materials in a variety of formats including print, graphics, audio, video, animation and multimedia to support learning and professional development standards. Coordinates the design, development, and implementation of online courses and programs in collaboration with division subject matter experts (SME).
 

Supports the implementation and maintenance of the division’s learning management system (LMS).  Installs, configures and maintains software and courseware.  Uses emerging educational technologies to develop alternative assessment strategies to integrate into course development to an advanced level using rapid e-learning tools (i.e., Articulate, Camtasia, Adobe Creative Cloud, etc.) to include interactive elements such as audio, video, quizzes, and scenarios. Uses images and design principles to enhance the content of courses. 
 

Facilitates the planning, coordination and implementation of workshops and trainings in the use of educational technologies for staff. Evaluates current instructional technologies and communicates appropriate recommendations to the program director. Arranges and schedules demonstrations and workshops by vendors that focus on new technologies.  Maintains curriculum updates and projects/manages timelines for multiple, complex projects.
 

Identifies trends, gathers and analyzes data, recommends standards, and implements educational technology development plans. Assesses the instructional effectiveness of course designs and participate in continuous improvement efforts. Prepares materials, manuals, and technical documentation for training. Develops and implements methodologies to assess training. Researches literature and materials to plan curricula.  Maintains current knowledge in the field of instructional design.
 

Works with the offices, sections and bureaus throughout the division regarding educational technology implementations. Provides technical assistance to program sponsors, recipient agencies, and staff.
 

Assists with the emergency management functions of the division during disaster activations.  Performs other related duties as assigned or required.
 

KNOWLEDGE AND ABILITIES:

  • Knowledge of methods of compiling, organizing and analyzing data.
  • Knowledge of the instructional design process and development of computer-based training.
  • Skill in using eLearning software such as LMS365, Articulate, Captivate or Power Point to develop courseware.
  • Skill in using Microsoft Office Suite (Word, Excel, PowerPoint, etc.) and specialized design software (Articulate, Captivate, Photoshop, Storyline, etc.)
  • Ability to analyze and interpret data.
  • Ability to design and conduct research studies.
  • Ability to utilize problem-solving techniques.
  • Ability to design and conduct training programs.
