What is Florida PALM?

The Florida PALM Project (the Project) is replacing the State of Florida’s accounting and cash management systems with a financial management solution (FMS) that will allow the State to organize, define and standardize its financial management processes. This is a multiple year Project. The Department of Financial Services (DFS) is leading this statewide initiative, which impacts stakeholders and users of the State’s financial data including the 35 State agencies.

Objective:

As a member of the Training, Education and Development Team, this position will assist with leading, facilitating, designing, delivering, and supporting the execution of training and workforce transition strategies, tools, programs, curriculum, training, and plans to support Florida PALM Project’s operations. This position will partner with Project Team members and external stakeholders to integrate change management activities into the overall Project plan.

 

SPECIAL NOTES:

Five (5) years of professional experience in the field of training design and delivery is required. A bachelor’s degree or higher from an accredited college or university and one (1) year of experience in the field of communication, training design, training delivery or a related field may substitute for the required professional experience.

 

Additional requirements:

  • Experience designing instructor led or web-based training.
  • Experience delivering end user training or public speaking.
  • Experience facilitating, developing and / or presenting materials at workshops, conferences, or other events.

 

Preferences:

  • Knowledge of State of Florida accounting/financial management systems such as Florida Accounting and Information Resource (FLAIR) or Florida PALM.
  • Experience with using Articulate or Captivate to develop web-based training.
  • Experience creating training curriculum.

 

The annual salary range for this position is $65,000.00 - $80,000.00.

 

Employees of the Department of Financial Services are paid on a monthly pay cycle.

BRIEF DESCRIPTION OF DUTIES:

This position assists in the execution of the Department of Financial Services’ responsibilities for the Florida PALM Project and serves as a state subject matter expert and exercises discretion and independent judgment with respect to matters of significance, taking direction from the Training Manager.  As a member of the Training Team this position will focus on developing, creating, leading, facilitating, delivering, and supporting the curriculum and training materials for the implementation of the State’s financial management solution.

 

Operational

  • Working with supervisor and leadership to establish priorities and due dates for work assignments and keeping them up to date on key work items.
  • Communicating concerns or potential risks immediately to supervisor and/or project leadership.
  • Managing all deadlines in an organized manner to ensure timely completion of fully developed work products.
  • Applying critical thinking (e.g., don’t just solve the problem at hand, solve the core problem).
  • Adhering to DFS policies at all times (e.g., security, dress code, ethics).
  • Working as a team player and demonstrating a “teamwork” attitude and professional demeanor.
  • Preparing presentation materials and leading meetings with state agencies and other stakeholders.
  • Presenting at executive steering committee meetings and/or advisory council meetings, as requested.
  • Working with the financial management solution software implementation vendor, and other project resources (including contractors) to ensure adherence to State standards and established procedures for maintaining data and information accuracy and security.
  • Serving as a subject matter expert in the training of accounting and financial management functions for the Florida PALM Project.
  • Consulting with subject matter experts, business users, and stakeholders of the financial management solution, researching statewide problems and recommending solutions to effect statewide implementation of the financial management solution.

 

Training and Project Management Responsibilities

  • Designing, developing, and delivering training to state agencies and enterprise partners based on need and analysis.
  • Creating curriculum to meet the State’s training needs for the solution.
  • Working collaboratively with project team members, DFS business owners, state agency business owners and other stakeholders to ensure end users are provided user-friendly training material (e.g., instructor-led, web-based, job aids, manuals) for the solution.
  • Analyzing and reviewing processes and procedures for ways to educate learners on new processes.
  • Assisting in the development and execution of test scripts for assigned system modules to ensure understanding by agency testers.
  • Assisting with user acceptance testing sessions with state agencies and enterprise partners.
  • Tracking end user completion of role-based training.
  • Reviewing forms and reports to identify areas for improvement.
  • Facilitating meetings, trainings, workgroups, and workshops as necessary.
  • Assisting agencies and enterprise partners in understanding business process change impacts.
  • Managing deliverables and work products to ensure compliance with requirements and applicable standards.
  • Providing input on activities to include in the Project schedule.
  • Providing weekly updates for the Project’s PMO on assigned schedule items.

 

  Performing other duties as required.
