The Work You Will Do:

Transportation Data Collection Specialist / Transportation Data and Analytics

 

The Transportation Data Collection Specialist is responsible for collecting and analyzing transportation asset and traffic data to support the Department of Transportation's data inventory and traffic monitoring programs. This role involves working with subject matter experts to ensure accurate data entry into various systems, performing equipment inspections and maintenance, and coordinating with multiple teams to ensure data quality and consistency. The specialist also develops best practices, provides training, and supports emergency management functions by delivering timely and accurate data. Additionally, the role includes performing quality assurance reviews, analyzing data for errors, and fulfilling data requests from stakeholders.

Your Specific Responsibilities:

This Transportation Data Collection Specialist position splits duties between the collection of transportation asset/characteristics data and the collection of traffic data.  This position will report to the transportation data inventory section manager, who will coordinate duties between the asset data collection support section and the traffic monitoring section.

Data Collection and Equipment Inspection
Responsible for identifying and collecting assets and roadway characteristic data for transportation data inventory and traffic monitoring. This position works with subject matter experts to accomplish projects, tasks, and schedules.  Performs data entry into Department system applications, specifically the Roadway Characteristics Inventory (RCI), Geographical Information System (GIS) tools and other FDOT asset data systems. Mobilizes, prepares, and deploys to the roadways to perform inspections, perform routine maintenance of equipment, coordinate and meet inspection schedules, and document discovered issues.  Perform quality assurance reviews by visiting roadways in the districts. Coordinate efforts with data collection teams, work program project managers, technician teams, management, and data users through meetings or discussions. Review standard design plans, project plans, and as-built plans routinely to ensure data collection is continuous, avoiding interruptions or risks that lead to data gaps or incorrect data. Responsible for providing data needed for emergency management functions in a timely and efficient manner. Document the data collection requirements and  FDOT’s practices. Develop statewide best practices, solutions, and standards to strengthen FDOT’s knowledgebase and safety in the field while performing data collection. Work with districts to ensure the data and information consistently meets the needs of maintenance, operations, or planning.

Data Quality and Analysis
Analyze data to ensure its validity. Ensure data meets quality standards of completeness, timeliness, and accuracy.  Analyze data for consistency and errors.  Support District Quality Evaluation (DQE) desktop reviews, and ad-hoc data reviews.  Document findings for reports and identify opportunities for improvement.  Collect, query, and analyze RCI data, traffic data, straight line diagrams, using GIS tools and GIS data. Ensure data is collected to the specifications and performance measures of the data program.  Fulfill data requests from internal and external stakeholders.  Coordinate results of the data analyzed through peer or management reviews. Advocate for high quality and confidence of data and information by seeking continuous process improvements and by actively participating in quality management activities including field inspections.

Training and Coordination
Train and coordinate RCI and traffic data collection teams in the Central Office and in the districts.  Create and implement approved training documentation, hands-on learning activities, and provide verbal instruction. Work with subject matter experts to create training resources that build the workforce’s ability to perform digital asset collection, traffic sensor maintenance, application of geospatial and tabular data, and how the data is used for operations, planning, compliance, and reporting.  Implement training through in-person training workshops and computer-based training modules.  Manage consultant resources to develop training content. 

The Successful Candidate will have the following required Knowledge, Skills, and Abilities:

Knowledge of transportation data collection technology to support transportation planning and operations; traffic monitoring sensors, circuitry, cameras, counters, plate sensors, and wireless communication devices; geospatial data collection and data management methods; using electronic testing equipment such as multimeters and oscilloscopes; and continuous improvement processes and methods.  Skilled in GIS mapping tools; Global Positioning System (GPS) data collection; fact-finding, identifying trends, root causes, and effective practices from data; performing research and troubleshooting electronic devices; developing working relationships; developing instructions and guidance materials; teaching others; collecting, analyzing, and interpreting data; using Microsoft applications such as Outlook, Word, Excel, PowerPoint, Access, and SharePoint.  Ability to read and interpret maps, plans, and technical diagrams; interpret geographic location, heading, and cardinal direction; use power tools; lift up to 80 lbs.; travel and work outdoors; safely perform site visits on roadways; work in team environments; communicate and provide clear and effective instruction through oral, written, or visual communication; actively listen and understand customer’s needs and requirements; plan, organize, and coordinate engagements; prepare detailed, accurate, and well written reports; and work independently.

 

Licensure/Registration/Certification Requirements:

Florida Driver's license: A valid driver's license and a clean driving record are required for driving a FDOT vehicle to job sites.

 

Other Job-Related Requirements:

Overnight travel and fieldwork is required to perform job duties.

Minimum Qualifications:

Five (5) years of professional or nonprofessional experience related to GPS data collection, GIS data collection, traffic counting, electronic sensors, surveying, camera systems. Post-secondary education may be substituted on a year-for-year basis for the required experience.
