Our Organization, Mission and Vision:

The newly created Florida Gaming Control Commission (FGCC) is a five-member commission appointed by the Governor. The FGCC is charged with investigating and enforcing Florida pari-mutuel and gaming statutes and rules. The commission is charged with the regulation of Florida’s pari-mutuel, cardroom, and slot gaming industries, as authorized by Chapter 550, 551 and 849, Florida Statutes, as well as collecting and safeguarding associated revenues due to the state. The commission is also the State Compliance Agency (SCA) under the provisions of the Gaming Compact between the Seminole Tribe of Florida and the State of Florida.

 

In Florida, pari-mutuel wagering is authorized for horse racing, harness horse racing, jai alai games and cardroom poker games. Additionally, slot machine gaming at pari-mutuel facilities is authorized in Broward and Miami-Dade Counties.

 

Our mission is efficient, effective and fair regulation of authorized gaming at pari-mutuel facilities, with a vision to enhance and increase the utilization of state-of-the-art technological capabilities to better serve the public, simplify and expedite the licensure process, and ensure compliance with the pari-mutuel laws and rules pursuant to Chapters 550, 551, and Section 849.086, Florida Statutes.

Position Overview:

You will be part of a professional audit team who performs compliance audits of pari-mutuel wagering activities, licensed cardrooms, and slot operations occurring at the facilities of pari-mutuel permitholders licensed in the State of Florida, in accordance with Generally Accepted Government Auditing Standards (GAGAS). 

 

 

Duties & Responsibilities: 

  • Plans and performs slot/cardroom/pari-mutuel compliance audits of pari-mutuel permitholders in accordance with the Florida Administrative Code, Florida Statutes, Generally Accepted Governmental Auditing Standards (GAGAS), and the Division's auditing procedures and guidelines.  Prepares detailed workpapers and formal audit reports to be presented to permitholders. Assists with the development, monitoring, and updating of risk assessments and with the Committee of Sponsoring Organizations of the Treadway Commission (COSO) internal controls framework.
  • Monitors and analyzes the cybersecurity readiness of permitholder facilities. Assist the COA and AA with the development of cybersecurity risk assessments and cybersecurity audit plans of permitholder facilities. Conduct annual cybersecurity audits on a bi-yearly rotational basis of parimutuel facilities based on risk assessments.
  • Coordinates assigned audit staff on audit engagements for which the Tax Auditor IV is the audit team leader. Updates Audit Administrator and Chief Auditing Officer regarding status on an ongoing basis for the audit assignments and obtains direction from audit managers on issues encountered when performing the audit procedures. Prepares audit workpapers for on-base when project is closed out. Ensures confidential information is protected.
  • Plans, directs, coordinates and performs other audits, as assigned. Such as tax credit audits, breeders’ audits, etc., of pari-mutuel permitholders or horse associations in accordance with the Florida Administrative Code, Florida Statues, GAGAS and Division auditing procedures and guidelines. Prepares detailed workpapers and formal audit reports to be turned in to audit managers for review and approval prior to the release of the audit report being presented to the permitholder or associations.
  • Performs level 2 reviews of audit workpapers and audit files of compliance audits assigned and completed by other tax auditors to ensure quality control that the audit work comports with yellow book auditing standards and the Division auditing procedures and guidelines, findings and documentation is properly vetted, complete, and adequately supports the conclusions noted.
  • Assist Auditor Administrator and/or Chief of Auditing as requested on projects.  Such requests may include revision of audit programs to reflect regulatory changes, working on special projects, implementation of pilot audit procedures for future implementation, etc. Participates, when assigned, on SSAE 18 cross training for the reviews of totalisator (service organization) audit reviews. Actively participates in required continuing professional education CPE assigned during the year.
  • Performs other related duties as requested by the Audit Administrator or the Chief Audit Officer.

 

 

Knowledge, Skills & Abilities: 

  • Knowledge of and ability to understand and apply applicable Florida Statutes, rules, policies and procedures. 
  • Writing and effective communication skills. 
  • Knowledge of accounting and auditing procedures, methods, and principles. 
  • Ability to examine and audit financial records. 
  • Ability to provide technical assistance and advice to co-workers and the public. 
  • Ability to create spreadsheets in Excel and utilize Word and basic agency computer programs, including the agency's licensing system, document management system (OnBase) and other subsidiary ledgers.  

 

 

 

 

Minimum Requirements

  • A bachelor’s degree or higher from an accredited college or university, and at least one (1) year of gaming or audit experience; or
  • Five (5) years of gaming or audit work experience, may substitute for the required college education; and work experience.
  • A Valid Driver’s License.

Preference will be given to applicants who have direct information systems (IT) audit experience, a degree in information technology/computer information systems or related, knowledge of Firewalls, VPN, Data Loss Prevention, , and IT Security Audits and/or IT related certification such as Certified Information Systems Auditor (CISA), Certified Information Systems Security Professional (CISSP), Certified Information Security Manager (CISM) or similar.
