This is not a remote position. The selected candidate must work from a DCF Office with preference given to candidates in Leon County.
Qualifications:
• Child Welfare Certification from the Florida Certification Board.
• At least 2 years of supervisory or managerial experience, with a proven ability to lead and develop teams.
• In-depth knowledge of child welfare practices, including the Florida Practice Model, Florida Statute Chapter 39, Florida Administrative Code, and Children and Families Operating Procedures.
• Ability to assess training needs and develop appropriate solutions to meet those needs.
• Strong communication, interpersonal, and organizational skills, with the ability to manage relationships with stakeholders at all levels.
• Experience in the development and delivery of training programs, workshops, or educational content.
• Demonstrated ability to analyze data and use results to improve training programs and performance.
• Proficiency in using training management systems and reporting tools.
Position Description:
Overview:
The Training Liaison Supervisor is responsible for overseeing and managing the performance of the Training Liaison team across the state, ensuring the alignment of training initiatives with Department goals and performance measures. A primary focus of this role is to ensure the statewide Training Liaison team fosters strong, collaborative relationships with region and CBC leadership, training managers, and key stakeholders, including the Florida Academy team and the Quality Assurance team, to ensure consistent, high-quality training efforts that support the mission of the Department of Children and Families (DCF). The Training Liaison Supervisor will work closely with the OCFW Learning and Development Manager to ensure the identification, development when necessary, and delivery of training needs across the region and each CBC, as well as the continuous development of both new and experienced trainers statewide.
Key Responsibilities:
1. Performance Management of Training Liaisons:
• Supervise, mentor, and support the Training Liaison team, ensuring they meet their performance measures and training objectives.
• Conduct regular performance evaluations for Training Liaisons to ensure their activities are aligned with Department goals and that high standards of quality are consistently met.
• Provide ongoing coaching and feedback to support the professional development of Training Liaisons.
• Monitor and track the completion of training and development initiatives within the regions and each CBC, ensuring timely and accurate responses and support, to track the frequency and quality of trainer engagement.
2. Identification and Facilitation of Regional Training Needs:
• Collaborate with regional leadership, training managers, and other key stakeholders to assess and identify the training needs of the region.
• Partner with the OCFW Training Manager to ensure that the training needs are accurately captured, prioritized, and appropriately addressed through training delivery and resources.
• Work with the Training Liaison team to ensure that regional training efforts are responsive to emerging needs and priorities, adjusting plans as necessary to meet those needs and ensuring the Training Liaison team is available to provide adequate support.
• Ensure that the Training Liaison team supports the development and implementation of region and CBC specific training programs, while maintaining alignment with statewide objectives and requirements.
3. Development of New and Experienced Trainers:
• Ensure that Training Liaisons are providing adequate and equal support, including but not limited to: observing trainers in the classroom, providing coaching and resources to enhance trainer development to both new and experienced trainers across the state.
• Foster a culture of continuous improvement in training delivery, supporting trainers at all levels in developing their skills, competence in the practice model, and achievement of transfer of knowledge.
• Provide guidance to Training Liaisons in the implementation of best practices for supporting trainers, and ensure that trainers are equipped with the tools, feedback, and resources needed to succeed.
• Coordinate with the Florida Academy team to determine how Training Liaisons can best support the successful implementation and fidelity of the Florida Academy pre-service program in each region and CBC.
• Partner with the OCFW Training Manager to ensure that professional development for trainers is structured, consistent, and effective, with clear pathways for growth.
4. Stakeholder Engagement and Relationship Management:
• Build and maintain strong working relationships with region and CBC leadership, training managers, and key stakeholders, including the Florida Academy team and the Quality Assurance team.
• Collaborate with stakeholders to ensure that training initiatives are effectively integrated with other Department activities and objectives.
• Act as the primary point of contact for communication between the Training Liaison team and other programs or external partners, ensuring smooth coordination and support.
• Advocate for the needs of the training teams, ensuring that resources and support are provided to meet training goals.
5. Training Program Monitoring and Evaluation:
• Oversee the ongoing monitoring and evaluation of region and CBC training plans to ensure they are effective and align with OCFW training priorities.
• Analyze data, feedback, and evaluations to identify gaps in training, areas for improvement, and opportunities for innovation.
• Support the continuous improvement of training materials, methodologies, and delivery strategies, ensuring they meet the evolving needs of the workforce.
• Work with the Quality Assurance team to assess training effectiveness and drive improvements based on performance trends.
6. Special Projects and Additional Duties:
• Lead or participate in special projects or initiatives as required by the Department.
• Demonstrate flexibility in taking on additional responsibilities as the needs of the Department evolve.
• Participate in disaster recovery efforts as needed and ensure that training continuity is maintained during emergencies.
