Position Overview and Responsibilities:
This position is responsible for overseeing and supporting communications technologies on the SUNCOM statewide backbone.Primary responsibilities include contract and service development, consulting, engineering design, policy development, product management, project management, and quality assurance for new and current enterprise data services with voice and wireless feature capability Evaluate, review, and assemble contractual service elements, features, rates, and plans. Specific duties include, but are not limited to, the following:
Contract and Service Development: Defining new products, gathering market requirements, developing the procurement specifications (i.e. technical specifications), taking a lead technical role in the procurement process of a new service, and the development of the operation and user guide documentation.
Engineering Design: This is a highly technical position responsible for providing systems engineering analysis, management and designs required to establish statewide communications systems.
Policy Development: Analyzes agency business requirements. Develops policies, procedures, practices and methods for utilizing complex, mission-critical applications. Plans and develops integrated subsystems in complex, mission-critical applications.
Product Management: Responsibilities include an inbound and outbound focus on the overall health of a SUNCOM service. The role of product manager spans many activities from strategic to tactical which include product planning, product marketing, engineering design, product and services training to internal and external groups including customers, tracking profit and loss (P&L), and monitoring the market to ensure the SUNCOM service viability. Monitor the performance of contracts by implementing Service Level Agreements with the contracted vendors. Compose, assemble and negotiate amendments to contracts. Perform benchmarking analysis to compare current rates with other respective entities. Provide engineering, contract and operational support to internal (SUNCOM NOC, Engineering, Billing, Financial, Service Delivery and Consultants) and external (customers and vendors) groups. This position is directly responsible for managing and monitoring the MyFloridaNet2 Service which services all state agencies and many SUNCOM eligible users.
Project Management: Project manager (PM) role shall perform their duties under general supervision and are responsible for all aspects of the project for the life of the project. PM shall lead and direct cross-functional teams to deliver projects within the constraints of schedule, budget and resources. PM shall appropriately apply a methodology to projects that have reasonably well-defined project requirements and deliverables. PM shall use Microsoft Project and keep all projects updated frequently and accurately allowing DMS to track the overall status of the project.
Consulting: This position provides technical guidance and support to state agencies and other SUNCOM customers regarding advanced aspects of communications systems engineering for data services with voice, and wireless feature capability.
Quality Assurance: Responsibilities include assistance of creating, implementing, and following planned and systematic production processes that provide confidence in a SUNCOM product's suitability for its intended purpose. It is a set of activities intended to ensure that products (goods and/or services) satisfy customer requirements in a systematic, reliable fashion.
Perform surveys of existing communications systems, develop system models for analysis, prepare system equipment requirements, perform cost comparison of alternative designs, prepare and submit cost evaluation for budget requirements. Assist other state agencies with bid preparation and development of specifications. Provide engineering guidance to agencies in preparation of technology disaster recovery plans. Acquire and improve knowledge of communications technologies such as Internet Protocol (IP), data services and associated FCC Rules & Regulations, Florida Administrative Code and Florida Statutes. Conduct field tests on communications systems for verification of equipment or performance analysis as required by contracts or industry standards.
Emergency Operations Center - Provide support as needed to the Emergency Operations Center during any declared disaster or emergency.

Minimum Qualifications:
• B.S. degree in Engineering, Management Information Systems (or a related field) and 5 years of equivalent experience or 10 years of documented experience is required.
• At least 10 years of experience with telecommunications products and service management is preferred.
• Experience configuring and administering IP networks (WAN, LAN and data center environments is preferred.
