The Work You Will Do:

The Utility Systems Communications Engineer within the DMS Division of Telecommunications will take part in contract service development, policy development, consulting, engineering design, product management and ensuring quality for multiple contracts that create the SUNCOM portfolio of products.

Your Specific Responsibilities:

 

This position is responsible for overseeing and supporting all communications technologies on the SUNCOM statewide backbone. Primary responsibilities include contract and service development, consulting, engineering design, policy development, product management, project management, and quality assurance for new and current enterprise voice and data services. Specific duties include, but are not limited to, the following: 

 

Contract and service development: Defining new products, gathering market requirements, developing the procurement specifications (i.e. technical specifications), taking a lead technical role in the procurement process of a new service, and the development of the operation and user guide documentation. 

 

Engineering Design: This is a highly technical position responsible for providing systems engineering analysis, management and designs required to establish statewide communications systems. 

 

Policy Development: Analyzes agency business requirements. Develops policies, procedures, practices and methods for utilizing complex, mission-critical applications. Plans and develops integrated subsystems in complex, mission-critical applications. 

 

Product Management:  Responsibilities include an inbound and outbound focus on the overall health of a SUNCOM service. The role of product manager spans many activities from strategic to tactical which include product planning, product marketing, engineering design, market share, tracking profit and loss (P&L) responsibility, monitoring the competition, and maximizing sales revenues.  P&L shall be a key metric for evaluating the product manager performance.

 

Consulting: This position also provides technical guidance and support to state agencies and other SUNCOM customers regarding advanced aspects of communications systems engineering, Internet protocol, two-way radio communications, and resolution of systems engineering problems.  

 

Quality insurance: Responsibilities include creating, implementing, and following planned and systematic production processes that provide confidence in a product's suitability for its intended purpose. It is a set of activities intended to ensure that products (goods and/or services) satisfy customer requirements in a systematic, reliable fashion.

Perform surveys of existing communications systems, develop system models for analysis, prepare system equipment requirements, perform cost comparison of alternative designs, prepare and submit cost evaluation for budget requirements. Conduct field tests on communications systems for verification of equipment or performance analysis as required by contracts or industry standards.
Provide support as needed to the Emergency Operations Center during any declared disaster or emergency.

  • WAN and LAN design and operation
    o    Strong knowledge of Router, Switch and Firewall installation and software configuration
    o    Strong knowledge of Network routing design, troubleshooting, and IP traffic analysis
    o    Strong knowledge of Third party extranet IP connectivity design, configuration, and integration
    o    Strong knowledge of IP Network management, security and engineering tools
    o    Strong knowledge of IPSec VPN LAN-to-LAN, Centralized and Distributed
    o    SSL Proxy (Layer-7) and Network Presents (Layer-3) transport methodologies
    o    Cellular wireless data technology and secure network integration methodologies
  • Proficient using the Microsoft Office suite (including Project and Visio) and other graphical CAD software
  • Technical writing, contract negotiation and management
  • Standing, Sitting, Walking, Balancing, Lifting/Carrying, Pushing/Pulling, Bending/Stooping/Twisting,Crouching/Squatting,Kneeling/Crawling,Reaching.  Exerting up to 20 pounds of force frequently.

•    Adheres to safety awareness policies in the workplace, views safety videos when presented and attends required safety meetings.  Practices lessons learned on a daily basis to avoid accidents.

Qualifications:

 

Minimum Qualifications:

•    B.S. degree in Engineering, Management Information Systems (or a related field) or 5 years of experience in the equivalent areas is required.
•    At least 2 years of experience in Telecommunications products and service management is required.
•    Palo Alto, ASA Firewall, BGP, VRF and VRF Lite configuration experience is required
•    VPN technology experience
•    Experience with configuring Cisco IOS, IOS XE and IOS XR is required
•    Experience with IP address management and VLSM is required
•    Experience with SIEM tools is required

 

Preferred Qualifications:

•    Linux systems administration experience.
•    Network automation experience.
•    Python and Bash programming experience.
