MINIMUM REQUIREMENTS:
Eligibility for licensure as a veterinarian by the State of Florida in accordance with Florida Statute 474 and three (3) years of professional experience as a veterinarian.
A master's degree from an accredited college or university in public health or board certification in public health can substitute for one (1) year of the required experience.
Requires possession of a valid Class E driver license.
Preference will be given to those with experience in the care and husbandry of domestic animals.

ADDITIONAL REQUIREMENTS:
This position has regulatory responsibilities and is subject to the provisions of Section 60L-36.003, Florida Administrative Code, and Chapter 112.313, Florida Statutes.
Incumbent must pass a pulmonary function test with medical evaluation, must undergo and pass regular respiratory fit-testing, and must wear a respirator when required. Will be subject to the requirements of the proper use of appropriate respirator.
Willingness to respond to emergency duty, whether called day or night. This emergency duty may include natural disasters or animal disease outbreaks. Willingness to be deployed from your assigned headquarters for extended periods of time (up to 30 days).
Incumbent must wear appropriate person protection equipment (PPE) when required.
Occasional travel required.
JOB DUTIES:
Responsible and accountable for managing budget/dollars/resources (staff, vehicles, computers, cell phones, etc.) of any assigned programs in an efficient and accountable manner.
Responsible for ensuring that assigned program areas have operational procedures and processes which result in accountability and compliance with division and department policies and procedures.
INTRODUCTION: The primary duties and responsibilities of this position are to organize and direct the work-related activities of the Cervidae, Swine and Small Ruminate Programs within the state, ensuring that each supervisee understands their duties and are properly trained for the delegated tasks. The responsibilities are related to the division's mission of safeguarding Florida’s agriculture and public health through animal disease control and emergency response, with specific inspection programs and other duties related to prevention, control and eradication of transmissible and communicable diseases. Additional duties include emergency preparedness, emergency management and related animal issues. The incumbent is expected to demonstrate, model and reinforce the department’s fundamental values of professionalism, commitment, integrity, innovation, inclusion and excellence in all interactions with coworkers and the public.
Monitors, reviews, and corrects database information related to Cervidae, Small Ruminates and Swine Programs. Reviews and corrects reports from these databases prior to distribution. Coordinates program requirements with federal, state, and animal industry officials. Administers all grants associated with Cervidae, Small Ruminates and Swine Programs including writing grant proposals, monitoring spending of funds, monitoring/evaluating grant objectives/goals, and submitting quarterly reports. Reviews status of assigned programs regarding progress made, utilization of money and personnel for budget reconciliation and keeps Bureau Chief apprised of the status of assigned programs. Provides routine reports to supervisor for review and dissemination to the State Veterinarian and other appropriate recipients as designated by the State Veterinarian. Completes administrative and work documentation; compiles and submits swine and small ruminant data for inclusion of the division’s monthly report. Ensures supplies needed for swine and small ruminant program work is maintained in each district. Contacts animal industry stakeholders to explain disease programs and policies. Consults with and advises practicing veterinarians and Agricultural Law Enforcement personnel regarding disease programs. Advises fair management of exhibition regulations and biosecurity best practices. Coordinates and develops educational and training information and presentations for producers, the general public and personnel on animal health programs. Participates in the planning, designing, and implementation of state and national animal health programs related to animal disease control and animal movements.
Coordinates the investigation and study of unusual or serious naturally occurring disease outbreaks in cervidae, small ruminate and swine within in the state. This responsibility includes collecting and/or reviewing epidemiology reports and assists, as needed, with performing field necropsies, collecting specimens for laboratory examination and testing, and providing preliminary recommendations regarding the prevention, control and containment of disease conditions disclosed. Coordinates, designs, and maintains epidemiological information as it relates to such disease outbreak investigations and other animal health programs within the bureau. In cases where foreign animal diseases of Cervidae, small ruminates and swine are suspected, the incumbent may be immediately dispatched to investigate or assist in investigating the occurrence as a foreign animal disease investigation. Oversees cervidae, swine and small ruminant disease surveillance activities in various populations; delegates and/or aids with control/eradication of disease outbreaks; ensures proper protocol and biosecurity measures. Reviews results of swine and small ruminant inspections conducted by field personnel; follows up on violations and initiates appropriate regulatory actions when indicated.
Reviews current scientific literature for information regarding disease updates, learning new procedures and techniques to assist the bureau’s capabilities to diagnose and respond to outbreaks of significant animal diseases. The incumbent will also maintain liaison with other regulatory agencies including the Florida Department of Health, Florida Fish and Wildlife Conservation Commission, United States Animal Health Association, USDA/Animal and Plant Health Inspection Service, various industry associations, University of Florida’s College of Veterinary Medicine and Institute of Food and Agricultural Services extension, and Florida A&M University to ascertain trends in the incidence of various animal diseases that could severely impact the state’s livestock industry.
Interacts closely with information specialists of the department, key animal industry leaders and other interested parties to keep them informed about current and proposed swine and small ruminant policies, procedures, rules, and regulations relative to disease prevention, control and eradication efforts conducted by the department. Attends industry meetings to discuss and give presentations about various program activities for which the incumbent is responsible.
Provides oversight and coordination for biological requests and potential approval for use in Florida. Reviews requests from biologics companies and prepares approval/disapproval letters for the State Veterinarian/Division Director. Consults with the State Veterinarian, Bureau Chief, and other Program Managers for novel biologic requests.
Provides assistance to the Bureau Chief in rule development and/or revision and drafting and revision of bureau policies and procedures. Assists bureau staff in responding to inquiries about animal movement regulations and violations of such regulations. Assists in revising such regulations as needed. Attends and participates in work conferences and national and state animal disease control programs of organizations such as the State Department of Agriculture, USDA Veterinary Services, American Veterinary Medical Association, and the Florida Veterinary Medical Association.
Provides veterinary medical expertise and administrative leadership to the State Emergency Operations Center, ESF-17 staff during emergencies. Participates in planning, training, and staffing for exercises and/or real-time emergency operations. Performs related work as required.
