This is a highly responsible position with state-wide responsibilities to provide consultation to field staff and the general public regarding sign language interpreting services.  The employee must make ethical decisions that comply with VR operational policies and procedures and with Registry of Interpreters for the Deaf’s Code of Professional Conduct.

 

Provides sign language interpreting services that are defined as fluent comprehension with the ability to interpret equivalent messages between English and the following sign languages and systems:  American Sign Language, Signed English, and Contact Sign varieties (such as Pidgin Signed English [PSE] and other mixed language systems).  Arranges or provides oral or tactile interpreting as well.  

 

Provides interpreting for office appointments, individual and small groups, teleconferences, telephone calls, conferences, and meetings as needed.  Schedules and documents the use of qualified interpreters when needed for meetings. As requested by the supervisor, produces reports outlining the provision of interpreting services and any unmet requests.

 

Participates in staff meetings and trainings as directed.  Determines jointly with Supervisor when participation precludes providing interpreting services on a case by case basis.

 

Participates in special projects that support the work of HQ, field offices, and the other VR staff and contracted staff interpreters.  Provides training, information on assistive technology, resource lists and or technical support as needed.    Acts as a staff liaison with other agencies and organizations and may be called upon to provide emergency interpreting assistance for the State Emergency Operations Center and the Governor’s Office.

 

Plans, organizes and directs the delivery of technical assistance required for the development of deaf-blind services.

 

Coordinates and collaborates with other local, state, and national agencies to ensure effective delivery of services and to identify available resources.

 

Functions as the information and referral person to VR staff and the general public regarding accessibility, accommodations, and interpreting service availability to the deaf, hard of hearing, deaf-blind, and late deafened communities.

Develops outreach programs and educates the general public on DVR/DBS services to individuals who are deaf-blind, and promotes referrals to DVR and DBS.

 

Conducts research and develops new projects, assessments, and training modules for staff and vendors.

 

Maintains a current list of VR approved vendor interpreters locally and statewide.  Identifies, recruits, and assists qualified interpreters to become new vendors for VR.

 

Conducts deaf awareness, sign language, and communication technique training to staff.

 

Develops, provides and coordinates in-service training for DVR and DBS field staff serving those involved with the deaf-blind population.

 

Participates in ongoing meetings and committees with programs associated with the deaf-blind population, other state agencies and community programs to maximize the quality of vocational rehabilitation services to this population.

 

Engages in professional development to enhance quality and competency in interpreting in a variety of settings, to utilize the best practices in interpreting, and to be aware of trends in the deaf and interpreting communities.

 

Assists in the establishment of policies, standards, rules, regulations, resources, best practices, and guidelines for program planning.

 

Develops procedures and tools for monitoring services provided.  Conducts case reviews as needed to ensure individuals who are deaf-blind are adequately served by DVR and/or DBS.

 

Represents DVR and DBS on various committees, council, and workgroups, as assigned.

 

This position will perform other duties as assigned

 

Knowledge, skills and abilities, including utilization of equipment, required for the position:

Knowledge of American Sign Language and manually coded English. 

Knowledge of rules, regulations, policies, and procedures governing VR programs and VR Vendor Registration processes. 

Knowledge of federal and state laws that impact the provision of sign language interpreting services. 

Knowledge of the Registry of Interpreter’s for the Deaf Code of Professional Conduct and other professional mandates. 

Knowledge in a variety of interpreting techniques and trends. 

Skill in analyzing communication modes as used by sign language users.  

Skill in the use of adaptive technology as used by individuals who are deaf, hard of hearing, deaf blind. 

Ability to interpret from and into the consumer’s preferred mode of communication. 

Ability to translate spoken and written English, including medical and technical information, into sign language.

Ability to instruct others in basic sign language and communication techniques. 

Ability to communicate effectively verbally and in writing. 

Ability to establish and maintain effective relationships with others.
