General Summary
This is skilled, creative work in the Senate’s Office of Multimedia Communications and Instructional Design. The employee must have experience designing, laying out, composing, and reproducing a variety of graphics materials and be generally familiar with multimedia software applications. The employee must have technical and creative skills in documenting legislative action and events through photography, videography, and graphic design. An employee in this position must be flexible and have the ability to handle multiple time sensitive tasks simultaneously.
This is a nonpartisan position. The employee is expected to work with all Senators to produce video content that conveys priorities of individual Senators as well as the Senate as a legislative body. The employee is expected to manage the Senate Studio facility, including facilitating the taping of videos and media interviews of Senators, and other officials authorized by the Senate President to utilize Senate facilities.
The employee will also work to develop training materials for use by Senators and Senate Professional Staff.
The employee is expected to be aware of and seek to incorporate evolving techniques for video content in order to maintain modern, fresh video content for Senators.
Night and weekend work is common during Interim Committee Weeks and Regular Sessions of the Florida Legislature as well as any Special Session of the Legislature. The employee will accrue Compensatory Leave for work in excess of 40 hours per week. Flexibility to extended working hours based on the Legislature’s schedule is required.
Examples of Work Performed
- Designs and prepares graphics for social media, the Senate’s electronic signage system, brochures, reports, booklets, and pamphlets; arranges contents in the most effective manner for presentation.
- Videos legislative action, including live and still scenes in black and white and color for
public viewing, reports, exhibits publications, social media, etc.
- Arranges scenes and videos to be taken, selects shooting angles, determines illumination, and positions equipment.
- Determines correct calibration of equipment.
- Prepares for video shoots, including scouting locations, scheduling, and equipment.
- Records appropriate videos for multimedia uses.
- Cuts and edits videos for presentation.
- Set up or takes down lighting, background and other equipment.
- Research new techniques, processes, and equipment.
- Maintains inventories and requisitions supplies.
- Prepares and presents slide or video shows.
- Maintains the Senate video equipment and studio in a clean and organized manner.
- Maintains records and prepares reports and correspondence relative to the work.
- Plans artwork and video layouts for reports and publications.
- Exercises discretion and maintain confidentiality related to work on tasks for Senators.
- Performs other related duties as required.
Knowledge, Skills, and Abilities
- Knowledge of theory and techniques of modern videography.
- Knowledge of the equipment, tools and supplies used in the taking, processing, enhancing, and use of recording videos
- Knowledge of the uses and effects of various types of lighting and methods.
- Knowledge of using Sony and Canon equipment, Premiere Pro, After Effects, and related tools
- Knowledge of videography layouts for reports and publications.
- Ability to choose proper settings on cameras and videographic processing equipment.
- Ability to select the appropriate camera angles, video composition, filtering, lighting, or other treatment necessary to produce a desired message or special effect.
- Skill in operating camera equipment.
- Ability to communicate effectively.
- Ability to perform preventive maintenance on camera equipment.
- Ability to plan, organize, and coordinate work assignments.
- Ability to complete assigned work projects on a timely basis.
- Ability to work as part of a team and assist other team members with tasks related to multimedia and instructional design services for the Senate.
- Ability to take direction on prioritization of work projects and shift quickly between time sensitive tasks.
- Ability to work independently to maintain a familiarity with current events that impact the Florida Legislature.
Minimum Qualifications
- A bachelor’s degree from an accredited college or university and two years of experience in photography, visual communications, or graphic arts.
- A master’s degree from an accredited college or university in communications can substitute for one year of the required experience.
- Professional experience as described above can substitute on a year-for-year basis for the required college education
