MINIMUM REQUIREMENTS:
A bachelor's degree from an accredited college or university and two (2) years of experience in computer systems analysis and/or computer programming; or
A bachelor's degree from an accredited college or university with a major in one of the computer sciences or in management information systems and one (1) year of experience as described above; or
A master's degree from an accredited college or university in one of the computer sciences or in management information systems; or
Three years of experience as described above and either (1) completion of a 720-classroom hour program of study from a vocational/technical school or accredited community college in an area of data processing (excluding data entry), or
(2) 60 semester or 90 quarter hours of college course work from an accredited institution which includes four courses in computer science or management information systems.
Experience as described above can substitute on a year-for-year basis for the required college education.
Completion of a one-year program of study from a vocational/technical school in an area of data processing (excluding data entry) can substitute for one year of the required experience.

JOB DUTIES:
This position resides in the Office of Agriculture Technology Services within the Bureau of Application Development Services. This position leads the design, development, implementation, and maintenance of new applications while using development methods and models that incorporate new and cloud-based technologies. Technologies utilized and supported include .NET, Microsoft PowerApps/Dynamics 365, SharePoint Online, Public Records Software Administration, Content Management System, Website Accessibility/Analytics/SEO, Microsoft Azure, and other cloud-based configuration and development platforms. This position provides mentoring and support to application developers and consults with management and other Information Technology (IT) stakeholders to develop IT platforms.
Analyzes and Designs
• The role involves conducting research, analysis, and documentation to support the development and implementation of solutions for technical and operational challenges. Key responsibilities include analyzing data and workflows, maintaining detailed requirements using standard tools, and collaborating with OATS and project team members to align objectives. The incumbent will analyze user requirements to estimate work effort and assess impact to other applications or systems.
• Works with business users to clarify business, functional, non-functional, and technical requirements and recommends efficient solutions.
• Creates application prototypes for larger and/or complex requests for approval before further development. Designs user interfaces for review and feedback. Assists in the design of application architecture (decisions related to the framework, development pattern, etc.).
• Collaborate with OATS members and project team members to insure that requirements are understood and accounted for in deliverables.
Configure, Modify, and Implement Websites and Applications
• Modify and maintain new and existing cloud applications or systems such as SharePoint Online, the public records system, cloud-based Content Management Systems, Microsoft Dynamics, and the Microsoft Power Platform. Respond to user requests for information or notification of program or system problems.
• Manage user accounts and ensure access controls (Add, modify, and delete/disable) and conduct user account audits.
• Integrating multimedia elements like images, videos, and animations.
• Test websites and applications for functionality and fixing any bugs or errors.
• Conduct regular checks to ensure websites meet accessibility standards and guidelines.
• Conduct content quality assurance by identifying and fixing broken links, typos, and other content issues.
• Conduct performance monitoring and analytics reporting to monitor web traffic, performance metric, and ensure that websites load quickly and efficiently.
Documents and Support
• Participate in sessions for gathering business, functional, non-functional, and technical requirements.
• Ensures web and writing standards are being applied to web content where necessary.
• Analyzes web reports and takes action to correct issues.
• Document and maintain requirements by performing analysis and developing and specifying detailed requirements according to standard templates and software tools.
• Creating user manuals and technical documentation for IT systems.
• Manages Web Services emails, tracks web request, and fulfill requests to create and/or update static and dynamic website content, images, and videos.
• Proactively collaborate with external and internal customers to analyze business needs and requirements.
Performs related work as required, which will include, but not be limited to, adherence to the policies and procedures of the Department’s Information Resource Security Program (Chapter 8 - Department’s Supervisory Manual), and allocates time as requested for Disaster Recovery activities.
