The Work You Will Do:
DEP’s Office of Technology and Information Services (OTIS) is currently recruiting for a web manager, which serves as the agency’s lead web developer. This position serves as a customer service representative on behalf of OTIS when interacting with customers through all communication media, as well as when responding to incident/request service desk services. The employee is expected to identify and meet the needs of customers in order to provide excellent customer service. The employee should be helpful, cooperative, polite, respectful, and concerned at all times in the interactions with customers when representing the Department or the State.

Your Specific Responsibilities:
Specific duties and responsibilities include:
- Serve as the lead Web site developer and designer for the agency.
- Develop and maintain the agency’s web Content Management System environments using the Drupal platform. Development includes both front-end and back-end coding and troubleshooting.
- Administer the Web Team’s domain registrars and web hosting accounts, domains, and certificates.
- Manage and configure SSL certificates.
- Coordinate with third-party vendors and other agency personnel, and implement as appropriate, changes to site DNS configurations.
- Administer, configure, and manage Apache Solr Index Server, Redis Cache Server, New Relic, and Nginx.
- Coordinate the planning, maintenance, and accessibility of Web site content in a way that promotes consistency.
- Participate in strategic planning and implementation of the agency’s Web development strategies.
- Develop, code, install, test, debug, and document Web applications using appropriate editors
- Design wireframes, workflow diagrams, and charts.
- Develop and communicate Web site usage and security policies and standards to all users.
- Define Web site architecture and overall site structure.
- Design, configure, and administer web architectures.
- Oversee and execute Web development projects, including intranets and extranets.
- Ensure proper change control and testing using development, multi-development, test/beta, and production environments.
- Administer the Web Team’s org in Docker.
- Diagnose and troubleshoot problems with existing Web applications and sites.
- Ensure security of all Web sites and related applications.
- Develop, implement, and adhere to regular Web site maintenance policies and procedures.
- Provide recommendations and guidance related to compliance and accessibility according to Section 508 of the Rehabilitation Act of 1973 and Web Content Accessibility Guidelines (WCAG) 2.1.
- Maintain Web site tracking tools/software and monitor/report on Web site traffic and performance based on analytics.
- Serve as a technical writer as needed.
- Perform cost-benefit analyses of proposed Web implementations.
- Oversee and develop web author, web administrator, and 508 compliance training.
- Track and evaluate new standards, technologies, and trends in Web site development, design, and delivery, particularly those changes emerging from within the Drupal community.
- Liaise with systems experts on hardware and software issues that affect the Web site and its availability.
- Conduct research into current and emerging Web technologies and issues in support of Web development efforts.
- Write code for custom templates, modules, web applications, and third-party integrations using PHP, TWIG, JavaScript, HTML5, CSS3, and other languages.
- Perform other related tasks as requested.
The nature of this position’s responsibilities requires monthly and occasional work outside of normal business hours to minimize the impact of system changes on customers. The incumbent must be available to work after normal work hours and on weekends and holidays as needed.
Attendance is an essential function of the position.
Required Knowledge, Skills, and Abilities:
- In-depth knowledge of web technologies, protocols, and tools.
- Strong understanding of Internet programming languages, including HTML5, CSS3, JavaScript, jQuery, PHP, and TWIG.
- Proven experience administering Content Management System (CMS)-based websites in platforms such as Drupal, Joomla, or WordPress.
- Ability to use Docker and associated development tools (e.g., Lando and Composer).
- Ability to use source control tools (e.g., GIT).
- Ability to analyze, design, develop, code, and implement web development solutions.
- Knowledge of system integration, test planning, scripting, and troubleshooting to ensure smooth module integration, site functionality, and project delivery.
- Knowledge of site analytics tools, caching, and logging to optimize site performance and monitor traffic patterns.
- Experience working with RESTful APIs, JSON, and web services for integrating third-party applications with Drupal.
- Understanding of application development and agile project management methodologies.
- Ability to configure and administer web server technologies, including Nginx, Apache, Solr, and Redis.
- Knowledge of principles and managing MySQL databases to support efficient content storage, retrieval, and performance tuning for Drupal sites.

Preferred Qualifications:
- 2+ years of experience in Drupal development (with Drupal 8, 9, or 10)

- 2+ years of equivalent work experience in lieu of a formal degree is acceptable
- Drupal Certifications (e.g., Acquia Certified Developer)
- Related cloud platform certifications (e.g., AWS, Azure)
