The Work You Will Do:
Work Program Analyst I/Finance & Administration/Office of Work Program & Budget
This position supports the agency by managing and updating the Work Program Instructions, ensuring accuracy, consistency, and compliance with state and federal requirements. It provides oversight and technical assistance for central office programs, monitors budgets and work programs for balance, and facilitates the development and distribution of the Department’s Five-Year Work Program. The role also coordinates reviews, presentations, and amendments, serving as a key liaison between central office, districts, and external stakeholders. By maintaining program integrity, providing training, and supporting critical budget and programming activities, this position helps ensure the Department’s transportation priorities are delivered effectively and in compliance with statutory requirements.

Your Specific Responsibilities:
Manage the Work Program Instructions, which provide guidance and control criteria used by program managers for programming of projects in the Department's five year work program. Edit for correct grammatical usage, punctuation and content clarity. Apply a standard format. Recognize when updates are needed, and ensure all applicable sections are updated. Coordinate updates with responsible offices. Distribute updates timely. Maintain a master document and post updates on designated web applications. Includes an annual update for the new five year work program period and supplemental updates throughout the fiscal year.
Assist in the management and oversight of assigned central office programs. Provide technical assistance on compliance with applicable state and federal laws, departmental procedures and the work program instructions. Research issues and make recommendations. Ensure the programs are developed in compliance with state and federal laws, regulations, policies; departmental policies and work program instructions. Monitor programs to ensure consistency between budget and work programs and ensure funds are balanced. Review and analyze programs on a regular basis through the production accomplishment report (PAR), the target analysis report, oops (missing fund, program number, status) report, the cost allocation report, Financial Management system search and other departmental reports. Review and balance the roll forward to ensure only needed budget amounts are retained from one year to the next. Provide training as needed. Serve as back-up for the budget process. Serve as backup for programming activities related to the emergency relief (ER) program.
Assist in the development, review and distribution of the tentative work program. Facilitate the Central Office and Secretary's reviews of the 5-year tentative work program. Compile data and materials for presentation. Coordinate presentation development with the district work program offices, the Florida Transportation Commission and other affected offices. Ensure accuracy of data presented. Schedule equipment and facility accommodations. Operate video conferencing and projector equipment. Compile and distribute the tentative work program and related materials in accordance with Sections 339.135(4)(f) and (4)(h), Florida Statutes.
Assist in checking and processing work program amendments. This includes preparing summary documentation, distributing required forms for review and approval, and notifying districts when approved. Review amendments for clarity, grammatical correctness and accuracy. Act as liaison between Office of Work Program and Budget, district offices and central office program areas.
Assist in developing, scheduling and facilitating the work program calendar. Develop annually by state fiscal year and update throughout the year as needed. Ensure key dates are listed on the calendar. Ensure work program activities are scheduled. This includes, but is not limited to, the quarterly and annual work program managers meetings. Prepare meeting materials. Assist with travel arrangements as needed. Schedule equipment and facility accommodations. Operate tele-/video conferencing and projector equipment.
The Successful Candidate will have the following required Knowledge, Skills, and Abilities:
Knowledge of:
- Budget processes and production management processes.
- The structure and content of the English language, including the meaning and spelling of words, rules of composition, and grammar.
Skills in:
- Using computer software (e.g., Microsoft Office Suite: Outlook, Word, PowerPoint, and Excel).
- Using Adobe/PDF applications.
- Using the computer to communicate effectively with a large number of individuals (distribution lists).
Ability to:
- Set up and operate tele-/video conferencing and projector equipment.
- Solve problems arising during implementation of policies and procedures.
- Communicate effectively both verbally and in writing.
- Interpret and apply rules, laws, and policies to day-to-day work.
- Interpret data and synthesize it into understandable instructions.
- Analyze data issues, develop reports, and make recommendations.
- Learn the Department's Financial Management (FM) System.
Minimum Qualifications:
- Four years of experience in the field of financial analysis or work program development. Post-secondary education with a preference given to the field of Business, Mathematics, or Political Science can substitute on a year-for-year basis.
