The Work You Will Do:
Work Program Analyst II/Florida Department of Transportation/Office of Work Program & Budget/Work Program Development & Operations
This position supports FDOT by ensuring the Districts’ Work Programs are accurately developed, financially balanced, legally compliant, and aligned with statewide transportation priorities. It provides expert analysis, oversight, and guidance on program development; reviews and verifies project data; evaluates amendments; monitors financial consistency; and coordinates with financial planning to maintain sound funding strategies. The role also assists with district training, legislative analysis, and updates to federal funding obligations, helping maintain a reliable and efficient Five‑Year Work Program that supports FDOT’s mission.

Your Specific Responsibilities:
Performs independently professional work planning, analyzing, coordinating and/or evaluating transportation programs or special aspects of such programs. Serves as a principal staff advisor and provides expertise in the review and oversight of matters relating to the development, management, implementation, and coordination of assigned Districts' Work Program contained in the Department's Five-Year Work Program. Reviews work results for compliance with Department, State and Federal laws, regulation, policies, and the Work Program Instructions.
Act as a principal staff advisor in Work Program on matters relating to the development of assigned district Work Programs to include performing multi-year analysis to ensure consistency between the budget and the Districts' work program; and also ensures that all funds are balanced.
Review, analyze and conduct a review of the assigned Districts' Work Program on a bi-weekly basis.
Provide technical advice in programming and the verification of all data elements and segments in Work Program Administration.
Ensure the Work Program is developed in compliance with Department, State and Federal laws, regulations, policies, and Work Program instructions; recommend necessary action to correct any area of non-compliance.
Review and analyze all proposed modifications and amendments to the assigned Districts' Work Program and develop recommendations for approval or rejection.
Monitor the development, management, and implementation of the Work Program to ensure consistency with the program plans, priorities, objectives, and production schedules to minimize negative impacts to the program.
Coordinate with financial planning elements of the Department to ensure that the Work Program is developed to sound financial strategies supported by a cash flow and financial analysis.
Assist in training the Districts on Work Program issues, 90/10 follow-up, and provides written recommendations to the Work Program Instructions.
Assist in the oversight of the development process for other major transportation programs contained in the Five-Year Transportation Plan.
Assist in analyzing existing and proposed legislation relating to the Work Program and other major programs in the Five-Year Plan.
Update the Work Program to reflect actual federal fund obligations based on information from the Federal Aid Office. Coordinates with Statewide Representatives on fund code changes and required balancing actions.
The Successful Candidate will have the following required Knowledge, Skills, and Abilities:
Knowledge of:
- The Five-Year Transportation processes, budget processes, and production management processes.
- The Department’s budgeting, financial, and fiscal procedures.
- The Department’s Financial Management (FM) System.
- Microsoft PowerPoint.
- Microsoft Excel.
Skills in:
- Using computers and communicating by email.
Ability to:
- Interpret and apply rules, laws, and policies to day‑to‑day work.
- Analyze data issues, develop reports, and make recommendations.
- Communicate effectively, verbally and in writing.
Minimum Qualifications:
- Six years of professional experience in the field of financial analysis, finance, economics, public administration, business administration, policy analysis, financial modeling, accounting, statistics, transportation financial analysis, or work program development. Postsecondary education from an accredited college or university can substitute for the required experience on a year-for-year basis.
