SPECIAL NOTES:

Two (2) years of professional workers’ compensation insurance experience is required. A postsecondary degree may be used as an alternative for the years of experience on a year-for-year basis.

 

Travel is required.

 

Preferences:

  • One (1) year of workers’ compensation and/or regulatory experience.
  • One (1) year of experience working with Microsoft Excel and Microsoft Word.
  • One (1) year of experience writing audit reports.
  • One (1) year of experience conducting premium payroll audits and knowledge of National Council on Compensation Insurance (NCCI) Classification Code System.
  • Ability to analyze and interpret payroll data to calculate manual premium.

 

 

This position requires a security background check, including fingerprint as a condition of employment.

Minimum Qualifications for this position include the following REQUIRED ENTRY LEVEL KNOWLEDGE, SKILLS AND ABILITIES:

In order to perform the above duties, the Workers’ Compensation Specialist must have a general knowledge of the following:  Chapter 440, F.S., 69L-5 F.A.C., Division Rules, NCCl’s Basic Manual for Workers’ Compensation and Employers Liability Insurance, NCCI’s Scopes Manual for Classifications; working knowledge of computer software that includes word processing and excel spreadsheets; ability to understand and apply applicable rules, regulations, policies and procedures relating to self-insurance programs; ability to examine and evaluate data relating to payroll and NCCI’s Workers’ Compensation classification code; ability to deal with the public in a tactful and courteous manner; ability to work independently; ability to conduct fact-finding investigations relating to payroll audits; ability to prepare and maintain records relating to NCCI’s Classification Codes, payroll data, assessment calculation, etc; ability to create worksheet and chart using excel software, power point software, word software, etc.

 

BRIEF DESCRIPTION OF DUTIES:

The incumbent of this position is required to have access to the Department of Economic Opportunity (DEO) SunTax data.  As such, a Level 2 background check is required every five (5) years. 

 

Responsible for conducting on-site and desk audits of individually self-Insured employees to ensure proper practices relating to workers’ compensation payroll reporting procedures. The Workers’ Compensation Specialist Audits Individually Self-Insured Employers to determine compliance with Chapter 440, F.S.,69L-5 F.A.C., and Division Rules.  Upon completion of an audit, a formal report is compiled for distribution to appropriate parties.  The Workers’ Compensation Specialist confers with company personnel and officials regarding practices or possible violations of the Workers’ Compensation Law. 

 

Responsible for conducting on-site classification codes Inspection for individually self-insured employers to ensure proper practices relating to workers’ compensation classification reporting procedures. 

 

Conducts training to educate and provide technical assistance on proper classification of employees, proper reporting of payroll, and rule requirements. The Worker’ Compensation Specialist provides technical assistance to self-insured employers, Florida Self Insurance Guaranty Association (FSIGA), relating to the Workers’ Compensation Laws and procedures.

 

Responsible for reviewing deviations in payroll report and corresponding with self-insurers regarding these deviations. Review all payroll reports and request explanation on those with deviations of greater than or equal to (+) or (-) 20%. The Workers’ Compensation Specialist continues to monitor all complaints to determine if a trend exists in misclassification of employees and underreporting of payroll. Review individual classifications used to determine if consistent with NCCI’s classification system.

 

Monitor performance of Self-Insurers as it relates to proper reporting of payroll for calculating assessment as required by Chapter 440, F.S. and 69L-5 F.A.C. Division Rules.  Workers’ Compensation Specialist uses systems data reviews to determine timely filing of forms in compliance with Florida statutes and Division rules.

 

Maintain a working knowledge of Chapter 440, F.S., self-Insurance rules, NCCI’s classification system and basic insurance principles. Review all rules, statute, and NCCI’s Basic Manual changes to stay informed regarding current workers’ compensation laws and rules. 

 

Performs other duties as required.
