The Florida Department of Health (DOH) is responsible for the health and safety of all citizens and visitors to the state. As a public health agency, the Florida Department of Health must monitor the health status of Floridians, diagnose, and investigate health problems, and mobilize local communities to address health-related issues. The Florida Department of Health develops policies and plans that support health goals, enforce laws and regulations that protect the health of all residents and visitors, and link people to needed health care services. The Florida Department of Health also provides specialized assistance to pregnant women, infants, and children with special health care needs, regulates health care practitioners, and provides medical disability determinations.

 

COMPUTER PROGRAMMER ANALYST II:

As a Computer Programmer Analyst II, you will work as the department web manager, you will be responsible for designing, coding, testing, and maintaining software applications, as well as analyzing system requirements and troubleshooting issues. You will work closely with other IT professionals and end-users to ensure that our software solutions meet the needs of the organization. The role requires excellent problem-solving skills, attention to detail, and the ability to work independently as well as part of a team. You should be proficient in various programming languages and have experience with database management systems. This employee key responsibilities include maintaining accurate and up -to - date internet and intranet websites. This involves ensuring the timely addition, removal or modification of relevant content as required. Overseeing all department cell phones and Wi-Fi devices, issuing new phones, replacing devices as needed and managing the department’s cell phone bill verification system database.

 

Your Specific Responsibilities:

  Applies knowledge of computer capabilities to create or modify web-based application systems.

  • Designing and developing front-end and back-end web architecture.
  • Developing servers and databases.
  • Consults with staff, and management to determine requirements for new systems or modifications.
  • Support the migration of legacy systems to supported environments.
  • Complies with ADA compliance as it relates to web applications changes.
  • Plans, designs and implements web application modifications and enhancements for end users.
  • Responsible for managing all department cell phones and Wi-Fi-related devices.
  • Maintaining the organization’s Wi-Fi devices in a ready state for employee and public use.
  • Ensuring that wireless networks are active and secure.
  • Managing department cell phones within the Cell Bill verification System database.
  •  Responsible for paying network bills related to department devices and maintaining the Management Information Systems work order system.

Required Knowledge, Skills, and Abilities:

  • Knowledge of State and local policy, procedures and rules regarding website operations.
  • Knowledge of web content management system (CMS).
  • Knowledge of website fundamentals and new and emerging technologies.
  • Knowledge of computer programming languages.
  • Knowledge of cellular telephone billing website system.
  • Knowledge of methods of data collection and analysis.
  • Knowledge of understanding software workflow.
  • Ability to evaluate and resolve customer problems relative to website access and navigation.
  • Ability to effectively communicate with various level of the organization.
  • Ability to develop and maintain effective working relationships.
  • Ability to organize and coordinate work assignments.
  • Ability to streamline development processes.
  • Ability to collect, evaluate and analyze data to develop alternative recommendations, solve problems, document workflow and other activities relating to the improvement of operational practices.
  • Ability to introduce new ways of thinking and encourage collaboration among technology teams.
  • Ability to prioritize collaboration and workflow over individual productivity. 
  • Proficiency in keyboarding and operating technology systems.

 

Minimum Qualifications:

  • A minimum of one (1) year of data analysis and reporting experience.
  • Must have one (1) year of experience interpreting, administering, and/or communicating policies and procedures.
  • 1-3 Years of experience in Network and Computer Systems.
  • 1-3 Years of providing Outstanding Customer Service and Service Delivery in Information Technology.

 

Preferred:  

  • Bachelor’s degree in Computer Science, Information Science, Software Development, Information Technology, Computerized Information or Web Development.
  • Microsoft Certified Solutions Associate (MCSA) or Microsoft Certified Solutions Expert (MCSE) certification, or equivalent work experience.
  • 2+ years of IT work experience in system analysis, development and engineering in an online environment
  • 2+ years of IT work experience with Structured Query Language
  • Experience working in Content Management System (CMS).
  • Certification in any of the following areas:
  • Microsoft Certified, C/C++, Certified Information Systems Security Professional (CISSP), Certified Systems Engineering Professional (CSEP), Structured Query Language (SQL), Web Design.
