HIRING SALARY RANGE: $2,827.57 - $3,659.21/biweekly range / $73,516.76 - $95,139.33 /annual range
A Competitive Area Differential (CAD) additive in the amount of $478.40 will be added to the annual salary.

Your Specific Responsibilities:
Conducts phase reviews of construction plans on construction projects for constructability and bid ability in accordance with the Construction Project Administration Manual (CPAM). Verifies that quantities in the computation book, Trns*port, and the construction plans agree. Verifies that all the necessary pay items with appropriate quantities and/or pay item footnotes are included. Compiles and submits construction’s review comments in the Electronic Review Comments program, for resolution by the Design Project Manager or the Engineer of Record.
Analyzes traffic control plans on construction projects to verify it will accommodate the current capacity during construction. Calculates damage recovery costs to be included in the Construction Project Requirements Memorandum (CPR Memo). Applies the Manual on Uniform Traffic Control Devices, the Design Standards, CPAM, District guidelines and the Plans Preparation Manual as measures of acceptability. Calculates lane closure calculations and compares with the designer’s calculations for acceptance or recommendations.
Establishes contract duration by critical path method at Phase III design review or when the Contract Estimating System is sufficiently loaded to determine production rates. Final duration will be set once Trns*port and the utility agreements have been finalized. Produces CPR Memo for distribution to the Project Manager, Engineer of Record and Plans Specifications Engineer.
Coordinates with Production Units to ensure utility schedules and traffic control phasing can be accomplished in an effective manner. Attends utility pre-design meeting as needed to help communicate construction’s concerns.
Verifies that the contract supplemental specifications, special provisions and technical special provisions complement the plans package. Ascertains that these provisions do not override the plan’s intent.
Drives to construction projects and assists the Construction Services Manager in performing project Quality Assurance Reviews on ongoing projects. Drives a vehicle to the jobsites to conduct reviews on current construction projects in conjunction with Maintenance, Design or Traffic Operations personnel to determine compliance with the contract prior to final acceptance. This information will be shared with the Construction Services Section and the District Construction Training Administrator.
The Successful Candidate will have the following required Knowledge, Skills, and Abilities:
Knowledge of:
- Concepts, terminology, and principals of highway construction.
- Construction Project Administration Manual, Basis of Estimates, Design Standards, and Plan Preparation Manual.
- Conflict resolution and negotiating techniques. Skilled in Construction Contract Administration.
Skills in:
- Construction Contract Administration.
- Using computer software applications.
- Utilizing problem solving techniques and performing scientific and engineering calculations.
Ability to:
- Analyze and interpret engineering data, plans, and specifications.
- Communicate effectively both verbally and in writing.
- Plan, organize, and coordinate multiple work assignments.
- Be pro-active and work independently and make independent judgements and decisions.
- Work effectively with diverse groups of people
Other Job-Related Requirements:
- Must obtain and maintain an Advanced Maintenance of Traffic (MOT) Certification within six months of hiring date.
Minimum Qualifications:
- A high school diploma or its equivalent 2 years' experience in a related field can substitute for the high school diploma or equivalency.
