Your Specific Responsibilities:
Supervises employees spending the majority of their time communicating with, motivating, training, and evaluating employees, and planning and directing employees’ work. Has the authority to effectively recommend the hiring, transferring, suspension, lay off, recall’s, promotions, discharges, assignments, rewards, or disciplinary actions for subordinate employees. Plans and directs workloads, deadlines, work objectives and time utilization with subordinate staff. Provides direction and ensures that all subordinates receive training and instruction in methods and techniques necessary to safely perform their assigned tasks.
Manage the administration of work performed on the District CCEI Program in accordance with policies, procedures, and rules of the Florida Department of Transportation. Coordinates with Operations Center Construction Engineer on the selection of projects for CCEI utilization. Establishes and tracks the CCEI budget allocated for each project. Reviews CCEI Scopes of Service for selection of consultants on selected projects. Participates in the review of Consultant Letters of Intent (LOI) and short listing of consultants. Reviews consultant engineering proposals and assists in contract negotiations. Evaluate the consultant’s invoice for payment by the Department in accordance with the Professional Services Consultant Contract Administration Manual and the contract. Coordinates and processes the purchase orders and invoices for Florida Highway Patrol (FHP) man-hours for CCEI projects.
Develops billing rates ranges for each consultant personnel classification to be used in CCEI professional services contracts. Monitors and maintains these billing rates in accordance with Department procedures and adjusts these rates considering project complexity, qualifications of personnel and market conditions. Develop, maintain, and update database(s) for the District CCEI Program and the District Construction Work Program utilizing various District Work Program reports, data obtained from Resident Construction Offices and various other source documents. Coordinate and perform preliminary technical review of data submitted in support of the applications being developed. Prepare, update, and maintain the District CCEI Project List, Consultant/Contractor Cost Reports, Consultant Hourly Rate Reports, Quarterly CCEI Grades, and other reports as required.
Oversees the work of consultant project managers, monitoring CCEI performance in the field, providing consultation, advice, and direction to the CCEI’s regarding complex administrative matters, contract changes, and other matters as required to ensure timely and quality decision making. Assists and instructs Construction Engineering Inspection (CEI) Project Managers in monitoring their prospective contracts assuring those projects are properly staffed.
Resolve outstanding issues of Roll Forward, Certified Roll Forward and Aged Expired Encumbrance funds and the Financial Integrity Review and Evaluation Report. Assists the District Seven Construction Support Manager in reviewing contract changes submitted to the District Seven Office to ensure compliance with the Florida Statutes, latest approved construction practices and for accuracy in Federal Highway Administration participation. Oversees the preliminary selection of construction projects assigned to District Seven’s Ops Centers/Resident offices.
Assist Construction Project Managers in negotiation of manpower requirements of the consultant contract.
Reviews all supplemental amendments to Consultant Construction Engineering and Inspection (CCEI) contracts.
